That the subject property is located within the City's Urban Area but outside the 1990 Urban Area. That on JanuaB' 26, 1989, the City of Ramsev submitted a formal application to the Metropolitan ~ouncil for a Comprehensive P}an amendment for a MUSA boundary expansion, a portion of which would facilitate the proposed Chestnut Hills. That on July 13, 1989, thc City of Ramsey received Metropolitan Council approval of a Comprehensive Plan Amendment to expand the MUSA boundary. That the proposed rezoning will be in accordance with the objectives of the amendment to the Comprehensive Plan. That according to the City's Comprehensive Plan prior to any amendment, the subject area was intended to ultimately be served by sanitary sewer and municipal water. Therefore, the rezoning will not change the intended character of the area. That according to the City Assessor, the proposed rezoning will not impair the market value of surrounding property. The motion for the adoption of the foregoing findings of fact was duly seconded by Councilmember and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: and the following abstained: and the following were absent: whereupon said findings of fact were declared duly passed and adopted by the Ramsey City Council this the day of ,1989.
