linements and public use areas. <br /> <br />On November 15, 1988, the Ramsey City Council direcled Wally Anderson, developer of Cedar <br />Hills Addition to make every effort 1o negotiate an access lot the Southwest porlion of that <br />subdivision to Count)' Road #116. <br /> <br />On November 16, 1988, Staff recommend tho1 an environmental assessment worksheel (EAW) <br />be ordered lot Cedar Hills, Windemere Wood and Chestnut Hills Additions when the city receives <br />the sketch plan tot Chestnut Hills Addition. On January 3, 1988, the Ramsey Planning and <br />Zoning Commission passed a motion to recommend to City Council to order an EAW tot the three <br />developments and resubmit the skelch plan for Chestnut Hills Addition with correct right of way <br />woods and lot areas. On January 10, 1989, the Ramsey City Council ordered the preparation of <br />an environmental assessment worksheet for EQB approval relating to the pros developmenl of <br />Cedar Hills, Chestnut Hills and Windemere Woods Additions. The EAW was duly submitted for <br />agency review on February 24, 1989. On April 25, 1989, the Ramsey City Council adopted the <br />findings of Fact #0251: Chestnut Hills Environmental Assessment Worksheet and Resolution <br />¢89-04-84. On May 11, 1989, 1he City of Ramsey received a letter from the Minnesota <br />Environmental Quality Board (EQB) acknowledging receipl of a negative declaration and <br />indicating that no ElS would be prepared tor Chestnut Hills, Cedar Hills, and Windemere Woods. <br /> <br />The significant results of the EAW identified three principal subject areas. <br /> <br />Wetlands: The plan proposes to minimize impact on existing wetlands by <br />preserving major wetland areas. Encroachment of a small wetland will be <br />mitigaled by creation of a wetland in the park and on the rear yards of adjoining <br />lots. <br /> <br />Traffic: The major volume of traffic from this development will outlet on County <br />Road # 116 from Magnesium Street. Traffic going west will utilize the streets <br />in Cedar Hills and an outlet to Sunfish Lake Boulevard using a proposed street <br />south of the Hunter's Hills Addition. This new street will be required as part of <br />the development of Cedar Hills and Chestnut Hills. MnDOT does not foresee any <br />major impacts on T.H.'s 10 and 47 created by these developments. <br /> <br />o <br /> <br />Sewer Service: Currently this project is located outside of the 1990 urban <br />service area. Therefore, final project approval will be contingen~ on ~he <br />expansion of the MUSA boundary by Metropolitan council. The city has submitted <br />an amendment to it's comprehensive plan to expand the MUSA boundary to <br />encompass the project. <br /> <br />On January 3, 1989, the Ramsey Planning and Zoning Commission approved to concept of <br />Chestnut Hills Addition and instructed the developer to proceed to the preliminary plat stage <br />provided the major subdivision streets meet the 66 foot width requirement and lots meet <br />minimum size and area requirements. <br /> <br />The City Staff has been working closely with Metropolitan Council in expanding its MUSA <br />boundary since the spring of 1987. Metropolitan Council has indicated that on July 13, 1989, <br />it will authorize the expansion of the MUSA boundary to include the area of the proposed Cedar <br />Hills and Chestnut Hills Additions. <br /> <br /> <br />
