E. Ground Water <br /> <br />Based on pond levels in the area, ground water will be <br />encountered during the construction of public utilities. The <br />EAW states that the average depth to groundwater is greater <br />than 6 feet. Consequently, dewatering will be required during <br />construction using wells, well points, sump pumps and deep <br />wells. Once the project is complete, ground water levels will <br />return to normal. Ground water quality should not be affected <br />by this project since the ground water will exert a positive <br />pressure on the proposed sewers and seep into them rather than <br />have the wastewater seep out. Infiltration rates will be <br />limited to 100 gallons/day/inch of diameter/mile. (EAW and <br />City's Comprehensive Sewer Plan.) <br /> <br />Shorelands, Floodplains, Wetlands and R'ivers <br /> <br />The development encompasses parts of two shorelands which are <br />also protected wetlands No. 2-114 and No. 2-116. The lot area <br />for the waterfront lots will have to be 15,000 square feet and <br />the lot area for all other lots will have to exceed 10,000 <br />square feet. Wetland No. 2-114 is proposed to be altered. <br />A permit to alter the wetland will be required from the DNR <br />and the Corps of Engineers. The developer is also proposing <br />to create wetland area in the park and on the rear yards of <br />the adjoining lots. This will provide a habitat for wildlife <br />and minimize the impact of the development. (Comments to EAW <br />and EAW) <br /> <br />Surface Water Quality <br /> <br />Disposal of wastewater from the project will be made through <br />the Ramsey sewer system and the MWCC interceptors with <br />treatment at the Anoka Treatment Plant. At the time the Anoka <br />Treatment Plant is phased out, wastewater will be diverted to <br />the ~CC Treatment Plant in St. Paul (Pig's Eye). <br /> <br />Surface water runoff from the project will flow into wetland <br />No. 2-114W. The wetland will serve as a storm water holding <br />pond for the stormwater. Erosion control fences will be <br />placed along the downslope sides of all disturbed areas and <br />all disturbed areas will be seeded or sodded to provide a <br />permanent ground cover. (EAW) <br /> <br />Air Quality and Noise <br /> <br />Dust control measures will be used when needed. The local <br />noise control ordinances of Ramsey will be complied with. <br />(EAW) <br /> <br /> <br />
