City of Ramsey <br /> <br />15153 NOWTHEN BOULEVARD N,W., RAMSEY, MINNESOTA 55303 · (612) 427-1410 <br /> <br />Dear Resident: <br /> <br />As you may be aware, the City of Ramsey lies within the Seven County Metropolitan Area and is <br />influenced by the policies of the Metropolitan Council (A unit of Government primarily charged <br />with long range planning). The Metropolitan Council as well as the Ramsey City Council are <br />concerned about urban growth exceeding the ability of cities to meet the demands for services <br />that go along with growth. Specifically, the City leaders see Ramsey as a City with urban areas <br />and non-urban areas offering a flavor of country living. To preserve_thj, s country living, the <br />Metropolitan Council recommends that the City restrict development to no more than four (4) <br />homes for forty (40) acres. <br /> <br />Therefore, lhe City of Ramsey will be restricting future subdivisions of land to <br />no more than four homes per forty acres for property lying outside the(..urban <br />area (See map). These restrictions will take place January 1, 1990. ,~=~'~ <br /> <br />What does this mean to most residents in the R-l, rural area of the City? Existing homes are <br />not affected by this policy change. Landowners with parcels which are larger than 5.0 acres <br />may subdivide with 2.5 acre lots only if the preliminary plat is approved by City Council prior <br />to January 1, 1990. After January 1, 1990, the parcel may be subdivided but with a <br />maximum density of four units on forty acres. The City is currently evaluating whether some <br />portions for the City should be permitted to develop with minimum lot sizes of 2.5 acres and <br />other areas at minimum lot sizes of 10 acres. Under either alternative, the maximum density <br />would be limited to four units per 40 acres. <br /> <br />A number of forty acre parcels within the City have several existing homes on them with a large <br />tract of 25-30 acres remaining. The allowable density of 4 per 40 will be based on the <br />development of that remaining parcel as of January 1, 1990. Thus, a 25 acre parcel as of <br />January 1, 1990, could be developed with only two lots. The minimum size of either lot may <br />be 2.5 acres or 10 acres dependent on its location in the City. As an example, if two lots each <br />2.5 acres in size were subdivided from a remaining 25 acre parcel, all development rights for <br />the parcel would be used and the remaining 20 acres would be undevelopable. Development <br />restrictions would run with the land so that the remainder would not be developed. <br /> <br /> <br />
