City of Ramsey <br /> <br />15153 NOWTHEN BOULEVARD N.W., RAMSEY, MINNESOTA 55303 · (612) 427-1410 <br /> <br />Dear Resident: ~ / <br />As you may be aware, the City of ~amsey recently received approval <br />from the Metropolitan ~C~uncil/to expand the Metropolitan Urban <br />Service Area (MUSA). T~s is ~he area in which it is permitted to <br />extend sanitary sewer and\othg~urban services. The MUSA expansion <br />in Ramsey was approved f~r ~05 acres in the southeast portion of <br />the city. Expansion of~the MUSA was prompted by a rapidly <br />decreasing pool of av~.~able sewered lots for residential <br />development within the ~it~. Less_ than a one year supply of <br />sewered lots is current~aval~able within the City based on recent <br />historical rates of ho~sing development,b- - ~. - ' <br /> <br />AS a condition of approv~.l, the aty is required to comply with the <br />regional policy of d~scouraging "Exurban" (2.5 acre lot) <br />development outside sew~red 9;~eas. The City has had a zoning <br />ordinance in effect for a number of years which allows a maximum <br />density of development i~ ~he rural area of the City of one <br />dwelling unit per 10 acre~./ The City's policy, however, was to <br />allow 2.5 acre lot developm~nt as long as the gross density for the <br />remaining land in the City, did not exceed one unit in 10 acres. <br />The City's policy was not ~c~eptable to Metropolitan Council since <br />the regional policy allow~ ~o more than four dwelling units per <br />forty acre parcel on a pr~ ra~a basis. The City will be required <br />to comply with the regional po~cy effective January 1, 1990. <br /> / <br />What does this mean to ~ost residents in the R-l, rural area of the <br />City? Existing homes are not affected by this policy change. <br />Landowners with parcels which are larger than 5.0 acres may <br />subdivide with 2.5 acre lots only if the preliminary plat is <br />approved by City Council prior to January 1, 1990. After January <br />1, 1990 the parcel may be subdivided but with a maximum density of <br />four units on forty acres. The City is currently evaluating <br />whether some portions of the City should be permitted to develop <br />with minimum lot sizes of 2.5 acres and other areas at minimum lot <br />sizes of 10 acres. Under either alternative, the maximum density <br />would be limited to four units per 40 acres. <br /> <br />113 <br /> <br /> <br />
