ADOPT PARK DEDICATION ORDINANCE <br />Mark S. Banwart, Community Development Director <br /> <br />Background/Observations' <br /> <br />On Jul)' 25, 198£, Cily Code 170.06 "Park and Open Spa.se', as amended, wen~ into effect. The <br />purpose ct the ordinance is to provi0e funds which the City car, dedicate and use only tot the <br />acquisition ol parklands, playgrounds, trails, and~or open space, as wel; as provide a means tot <br />the Cily to acquire 8 reasonable porlion o; each new subdivision tot public use as parklands, <br />playgrounds, trails, and'or open space. <br /> <br />On January 3, 1989, the Planning and Zoning Commission tabled the discussion of park <br />dedication. On January 10, 1989, there was discussion regarding park dedication for a <br />particular addition. Council direcled staf~ to report back al City Council meetin~c on January <br />2/-,, 1989, at which time there would be information available trom the Park and Recreation <br />Commission. On January 12, 19B~c, the Park and Recreation Commission made 2: motion lo <br />direcl 1he Oil), A~lorney, Oily Engineer, Oily Landscape Archilect, and the Communily <br />Development Direclor to gather and make some recommendations in the torm of a draft park <br />dedication ordinance. <br /> <br />On February 22, 1989, a special joinl meeting of the City Council, Planning and Zoning <br />Commission and Park and Recreation Commission held a discussion regarding park needs and <br />draft, park dedication ordinance. On April 25. 1989, the Ramsey Cib' Council consensus was to <br />schedule a joint meeting on May 1.i, 1989, with the Parks and Recreation Commission and the <br />Planning and Zoning Commission to review a final draf~ of the proposed park dedication <br />ordinance. On May 11, 1989, a joint meeting of the Ramsey CiLv Council, Ramsey Planning and <br />Zoning Commission and Ramsey Park and Recreation Commission was held 1o review the draft <br />park dedication ordinance. Councilman DeLuca read through a number o~ concerns that were <br />expressed at the special City Council meeting with developers which was heid or, April 3, <br />These concerns were: <br /> <br />7, <br /> <br />The procedure of developing land <br />Through their slreets <br />Placement of major parks <br />Placemem of trails syslem in the City of Ramsey <br />Park dedication tees and other cilies '~ <br />The need to have ssmeone a~tend ~ few Council meetings ~nd Park and Recreation <br />Commission meetings at other cities <br />A community survey <br /> <br />Planning and Zoning Chairman Zimmermsn expressed that there was a Io~ of support for Cemral <br />Park bu~ aisc felt there ,,','as a need for a long tern-,, plan for parks. Park and Recreation <br />Commissioner Hetland stated that in the last five (5) years the City has not acquired an), land <br />for parks or park dedication o~her than for the trail system. Planning and Zoning Commissioner <br />Hendriksen staled thal he did not believe that developers should have the right to develop a <br />private park. lvlayor Reimann staled tha~ developers should have the right to put in a public <br />park but also 'leels that developers should not be expected that a private park should satisfy the <br /> <br /> <br />
