On t,;g.~, 12, 1989, Mayor Reimann sent s letler ~o <br />the Minnesota DO'T requesting that Ine access from the righl 1urn lane' on U.S. Highway 10, <br />which goes to Plains and Things, De removed. This request was pregipi~aled by an accidenl at <br />this location involving a school bus. On May 31, 1989, the Cily received a response irom <br />Minnesota Deparlmenl o!'Transporiation doled May 24, 1989. The Minnesot£ DOT indicated in <br />their loller that they had received only two (2) inquiries regardin~ the access and thal there <br />was only one acciden', in the lasl eleven (11) years tho', may have been causes' by the driveway <br />on the righl turn lane. They also indicmed that due to financial constraints, the), were not in a <br />posHion to cause removal of Ibis driveway, while admitling that the situation was not desirable <br />and remora! would be 1he only real solution. The DOT did indicate that s number o~ cities have <br />taken the initiatives to lurid and manage desirable projects that may have been on a Iowe: <br />priority lisl and that the Minnesot¢ DOT would consider participation in s cooperalive action by <br />the City. <br /> <br />DISPLAY OF MERCHANDISE <br /> <br />From lime to time, merchandise has encroached on the road right-of-way (R/W). Information <br />in the City of Ramsey property files reveal that in a letter doled October 20, 1989, from R. <br />Michael Robinson, District Traffic Engineer with th6 Minnesota Department of Transportation <br />this was a problem. The let;er states that Pian'.s And Things were informed that sdvedising <br />signs and other material (wood, pumpkins, e~c.) must be removed from the Minnesota <br />Department of Transportation right-of-way. Th,~ rigm.-of-wz~,' extel, ds fifty three (53) feet <br />from the center line of the Wes~ bound portion of Highway 'i0 or a33roximalely twenty eight <br />(28) feet from the edge of the turn lane. This issue although resolve:' 2.~. 1hat time seems to be s <br />reoccurring problem. Merc;nandise was <br />moved baci., however, more staff work is ir, process to est&oiish specific merchandise se~- <br />backs, area, and screenin2 requiremems. <br /> <br />SITE PLAN: POLE BUILDING <br /> <br />During 1986 and 1987, Plants And Things was involved in the Site Pian review process for a <br />pole building. According to the Deveiopmenl Permit, Mr. Hickman has complied with all of the <br />provisions. I1 should be holed that in regards to o~" street parking, the Development Permit <br />provides that off streel parking shall be hard sur'faced if IV,:. Hickman or an), corporation or <br />partnership of which he is a member purchases the premises by acquiring fee title or contract <br />for deed interest. Based on this issue, on June 30, 1989, inquiry was made with the office of <br />the Secretary of State regarding the ownership of the property. Currently, Hunter Investments <br />Inc. are the owners of said property and Mr. Hickman is not 2. ffiliated with said company. A <br /> <br /> <br />
