CASE <br /> <br />AUTHORIZE APPLICATION FOR TREE C1Tt' U.S.A. CERTIFICATION FROM THE <br />NATIONAL ARBOR DAY FOUNDATION <br /> B~". Mark S. Banwart, Community Development Director <br /> <br />Ba ckgroun d/Observations: <br /> <br />The National Arbor Day Foundation is a non-profit organization funded by donations and <br />Government Agency grants. The main objective of this foundation is to support America's urban <br />forest. One program that they have initiated is the Tree City U.S.A. program. This free of charge <br />program is directed for cities to recognize the need and value of establishing an urban forestry <br />program. An applying city must meet four (4) TREE CITY U.S.A. standards. These are: <br /> <br />Standard 1: A Tree Board or Department. In this instance, the Community <br /> Development has been assigned this task. <br /> <br />Standard 2: <br /> <br />A City Tree Ordinance. Ordinance #88-3, which establishes a <br />shade tree program, and regulation of control of certain diseases <br />affecting trees meets this requirement. <br /> <br />Standard 3: <br /> <br />A Community Forestry Program with an annual budget of at least <br />$2.00 per capita. The City's expenditure including substantial <br />monies received from Metropolitan Council towards the Ramsey <br />Decentralized Brush Chipping Demonstration Program will bring <br />the City of Ramsey per capita expenditure for urban forestry and <br />associated activities to near $9.00 per capita. <br /> <br />Standard 4: <br /> <br />An Arbor Day Observance and Proclamation. This item goes <br />without saying that the City of Ramsey promotes a very aggressive <br />and highly visible Arbor Day presence. <br /> <br />All-in-all, the Tree City U.S.A. Program sponsored by the National Arbor Day Foundation and <br />available to the City of Ramsey at no cost should give due recognition to the City and the <br />community at large for it's involvement in the urban forestry program. Specifically, the City will <br />receive a plaque, a flag and a number of TREE CITY U.S.A. signs to be erected at entry points <br />coming into the community is one way for residents and visitors alike to take stock in 1Ramsey's <br />notoriety as an environmentally contentious community. <br /> <br />Recommendation-' <br /> <br />Staff recommends application to the Tree City U.S.A. Program sponsored by the National Arbor <br />Day Foundation. <br /> <br />Council Action: <br /> <br />Motion to authorize/not authorize application for the Tree City U.S.A.
