II. SURVEY RESULTS

1. SURVEY PURPOSE

o

Two surveys were undertaken for the Regional System Rehever Airports
Study. One survey sought information from transient general aviation pilots
using MSP and the other requested information from registered aircraft
owners residing in the extended study area. The registrants survey sought
information related to facility improvements needed at the reliever airports;
information on the possible relocation of general aviation aircraft based at
MSP was also sought as part of the registrants survey. The transient pilots
survey focused on identifying those factors that draw transient general aviation
operations to MSP, the likelihood of diverting a portion of these operations
to the reliever airports, and the relievers that would most likely receive
diverted demand.

SURVEY FINDINGS

Transient Pilots

Multiengine piston aircraft exhibited the highest number of
annual transient operations at MSP.

Owner/passenger preference, convenience to ground destination,
and sophistication of NAVAIDs were given as the primary
reasons for transient general aviation operations selecting MSP.

Transient operators cited improved instrument approach
capabilities, FBO services, and snow removal and ground
transportation as the most needed reliever airport/mprovements.

The survey indicated a willingness on the part of transient pilots
to transfer approximately 18,000 annual operations from MSP
to the relievers; downtown St. Paul was the highest ranked
reliever to receive diverted MSP general aviation activity..

Convenience is the overwhelming factor considered when
determining a basing choice.

Most registrants indicated only airport closure or a new, more-
convenient airport could trigger relocation.

-5-
