CASE ~ / REQUEST FOR ADOPTION OF EAW FINDINGS OF FACT AND ISSUING NEGATIVE DECLARATION FOR NEED OF EIS ON 153RD AVENUE BETWEEN CSAH NO. 5 AND RAMSEY BLVD. By: Pete R~atikka, City Engineer Background: On May 9, 1989, the City Council passed a resolution ordering the preparation of an EAW for the 153rd Avenue N.W. thoroughfare between CSAH No. 5 and Ramsey Blvd. Pursuant to Minnesota Rules 4410 Environmental Review; the City as the responsible government unit submitted the EAW for review. Department of Public Service Department of Natural Resources Pollution Control Agency Mn/DOT Minnesota Health Department Minnesota Agriculture Department Board of Water and Soil Resources Historical Society Legislative Reference Library Environmental Conservation Library U.S. Army Corp of Engineers U.S. Environmental Protection Agency U.S. Fish & Wildlife Service Metropolitan Council Environmental Quality Board The notice of the EAW availability was published in the EQB Monitor on September 4, 1989. The thirty (30) day comment period expired on October 4, 1989. Three written responses were received and have been addressed in the Findings of Fact. For your information, the following items are enclosed: EAW Findings of Fact for 153rd Avenue Thoroughfare Proposed Resolution Recommendations: Staff recommends acceptance of EAW Findings of Fact and issuing a negative declaration for need of EIS on the 153rd Avenue Thoroughfare.
