FINDINGS OF FACT <br /> <br />153rd Avenue Thoroughfare Between <br />CSAH No. 5 and Ramsey Blvd. <br />Environmental Assessment Worksheet <br /> <br />The city of Ramsey proposes to construct the 153rd Avenue <br />thoroughfare between CSAH No. 5 and Ramsey Blvd. which is a 1.8 <br />mile segment of street in the City's Municipal State Aid Street <br />system. An Environmental Assessment Worksheet (EAW) has been <br />prepared pursuant to 6 MCAR 3.038 the EAW and other pertinent <br />information have been reviewed in accordance with 6 MCAR 3.028D to <br />determine whether the project has the potential for significant <br />environmental effects. The findings and conclusion of that review <br />are contained in this document. References are cited in brackets <br />at the end of each section. <br /> <br />I. TYPE, EXTENT AND REVERSIBILITY OF ENVIRONMENTAL EFFECTS <br /> <br />A. Project Size and Cost <br /> <br />The proposal project area is 17.6 acres and is located in the <br />south central portion of the City of Ramsey. The improvement <br />consists of 1.8 miles of street construction. The estimated <br />cost of the construction is estimated to be $1,020,000 (MSAS <br />5 year construction program). <br /> <br />B. Permits and Approvals <br /> <br />Permits and approvals required for the project are City of <br />Ramsey Environmental Permit, Anoka County access to county <br />roads, DNR permit to alter a wetland and U.S. Army Corps of <br />Engineers permit to alter a wetland (EAW). <br /> <br />C. Land Use and Local Plans and Ordinances <br /> <br />The proposed plat is located in the rural service area of the <br />City. The project is consistent with the proposed land use, <br />the city's Comprehensive Plan and the City's thoroughfare <br />plan. <br /> <br />D. Topography, Soils and Geology <br /> <br />The topography on the project is rolling, ranging in elevation <br />from approximately 862 to 894 feet above sea level. The soils <br />on the project site consist of Hubbard coarse sand, Nymore <br />loamy sand, Isanti sand and Marsh. The geology in the area <br />consists of 130 feet of glacial drift, 30 feet of the St. <br />Lawrence formation, 220 feet of the Franconia Formation, 50 <br />feet of the Ironton Galesville formation underlain by the Eau <br />Claire, Mt. Simon and Hinckley formations. (EAW, Anoka Co. <br />Soils Survey and the City's Comprehensive Water Study.) <br /> <br /> <br />
