I. Fish and Wildlife

Je

II.

A.

Approximately three fourths of an acre of upland will be
cleared and 2.3 acres of Type III wetlands will be impacted.
The long term effect will be a permanent loss of approximately
seven and one half acres of various habitats. To minimize
impacts on wildlife, the two wetland areas will be mitigated
by enhancement of either the remaining basins or through
wetland enhancement in the immediate vicinity. There are no
known species which are identified as endangered, threatened
or of special concern in the project area itself. (EAW)

Archeological and Historical Resources

The proposed project has a relatively high probability of
containing prehistoric archeological sites. Therefore, an
archeological survey will be completed. (Response from the
Minnesota Historical Society).

Parks and Special Resource Areas

Construction of this project will not create any adverse
impacts on parks or special resource area. Approximately 2.3
acres of wetlands will be filled. The impact of the action
will be mitigated. (EAW)

Roads and Traffic

The proposed project will reduce east-west vehicular trips on
residential streets and provide a more efficient east-west
route to the major north-south arterial which will be an
overall positive impact. The average daily traffic between
Ramsey Blvd. and Sunfish Lake Blvd. is estimated at 1200 and
between Sunfish Lake Blvd. and Nowthen Blvd. the ADT is
estimated at 1500. (EAW)

SUMMARY OF ISSUES

Wetlands and Wildlife Habitat

The permanent loss of at least 7.5 acres of wildlife habitat
to road construction cannot be avoided. As a part of the
developing metropolitan region, loss of wildlife habitat is
virtually unavoidable. The effort, thus, will be to mitigate
to the extent practicable by creating a new wetland basin
and/or enhancement of existing wetlands on a "no net loss"
indicates that a potential project would be creation of a
wetland basin west of the right-of-way adjacent to wetland
656W. As previously indicated, the City will coordinate
efforts with DNR, the Corps of Engineers, and the U.S. Fish
and Wildlife service to identify an appropriate mitigation
project.
