I. Fish and Wildlife <br /> <br />Je <br /> <br />II. <br /> <br />A. <br /> <br />Approximately three fourths of an acre of upland will be <br />cleared and 2.3 acres of Type III wetlands will be impacted. <br />The long term effect will be a permanent loss of approximately <br />seven and one half acres of various habitats. To minimize <br />impacts on wildlife, the two wetland areas will be mitigated <br />by enhancement of either the remaining basins or through <br />wetland enhancement in the immediate vicinity. There are no <br />known species which are identified as endangered, threatened <br />or of special concern in the project area itself. (EAW) <br /> <br />Archeological and Historical Resources <br /> <br />The proposed project has a relatively high probability of <br />containing prehistoric archeological sites. Therefore, an <br />archeological survey will be completed. (Response from the <br />Minnesota Historical Society). <br /> <br />Parks and Special Resource Areas <br /> <br />Construction of this project will not create any adverse <br />impacts on parks or special resource area. Approximately 2.3 <br />acres of wetlands will be filled. The impact of the action <br />will be mitigated. (EAW) <br /> <br />Roads and Traffic <br /> <br />The proposed project will reduce east-west vehicular trips on <br />residential streets and provide a more efficient east-west <br />route to the major north-south arterial which will be an <br />overall positive impact. The average daily traffic between <br />Ramsey Blvd. and Sunfish Lake Blvd. is estimated at 1200 and <br />between Sunfish Lake Blvd. and Nowthen Blvd. the ADT is <br />estimated at 1500. (EAW) <br /> <br />SUMMARY OF ISSUES <br /> <br />Wetlands and Wildlife Habitat <br /> <br />The permanent loss of at least 7.5 acres of wildlife habitat <br />to road construction cannot be avoided. As a part of the <br />developing metropolitan region, loss of wildlife habitat is <br />virtually unavoidable. The effort, thus, will be to mitigate <br />to the extent practicable by creating a new wetland basin <br />and/or enhancement of existing wetlands on a "no net loss" <br />indicates that a potential project would be creation of a <br />wetland basin west of the right-of-way adjacent to wetland <br />656W. As previously indicated, the City will coordinate <br />efforts with DNR, the Corps of Engineers, and the U.S. Fish <br />and Wildlife service to identify an appropriate mitigation <br />project. <br /> <br /> <br />
