Case <br /> <br />REPORT FROM SITE P STRATEGY COMMITTEE <br /> By: David R. Hartley, City Administrator <br /> <br />Background: <br /> <br />Approximately six months ago, the City Council appointed Councilmember Stephen DeLuca, City <br />Administrator Dave Hartley, and City Attorney Bill Goodrich to serve as a Site P Strategy <br />Committee. The purpose of this committee was to evaluate the status of the landfill siting <br />process and determine a strategy which would be in the best interests of the City of Ramsey. <br /> <br />The Site P Commiltee has considered a variety of responses and offers the following <br />recommendations. <br /> <br />A) <br /> <br />The Site P Strategy Committee does not feel at this time that legal action <br />challenging the siting process is advisable. However, future legal action will <br />remain an option. <br /> <br />The Site P Strategy Committee recommends that the City Council introduce an <br />ordinance which would amend the City's Zoning Chapter to include a section <br />entitled "Solid Waste Landfill Ordinance". The purpose of this ordinance is to <br />retain for the City of Ramsey the oppodunity to have input on the siting process. <br />If adopted, this ordinance would be submitted to the Metropolitan Council for <br />approval. Upon the approval by the Metropolitan Council, the City of Ramsey's <br />ordinance must be taken into consideration during the siting process by the silin9 <br />a utho rily. l~V/ v. /,'-'-'-~00 ~- <br />The Site P Strategy Committee recommehds that the City Council begin a search <br />for consultants to perform the analysis of the Environmental Impact Statement <br />which is due around the first of December. Since the City has a relatively short ~ <br />period of time to analyze the Environmental Impact Statement and to offer its <br />comments, it is important that all technical experts be available and prepared to <br />respond in the shortest period of time possible. <br /> <br />D) <br /> <br />The Site P Strategy Committee recommends to the City Council that a political <br />lobbyist be retained to promote legislation which would either eliminate the <br />siting process or reduce the likelihood of Site P being the selected site. <br /> <br />Enclosed for your information is the proposed "Solid Waste Landfill Ordinance". <br /> <br />Council Action: <br /> <br />Motion to: <br />Introduce Ordinance #89- <br /> <br />entitled "Solid Waste Landfill Ordinance". <br /> <br />-and- <br /> <br /> <br />
