( 2 ) S COPE <br /> <br /> These are rules and standards that <br />regulate the issuance of conditional use <br />permits for storage, collection, <br />transportation, treatment, utilization, <br />processing, transfer, intermediate <br />disposal, and final disposal of solid <br />waste or processed waste product. <br /> <br />(3) DEFINITIONS <br /> <br />For the purposes of this Section: <br /> <br /> A. "Buffer area" means the outer <br />area of a site where the site activity is <br />screened, distanced, or muffled from <br />adjacent land uses. <br /> <br /> B. "Flood plain" is as defined in <br />Minnesota Statutes, Chapter 104. <br /> <br /> C. "Landfill activity" is the <br />process of land disposal including but <br />not limited to dumping of waste or <br />processed waste, excavating cover <br />material, servicing equipment, and <br />storage of equipment, pl~acing cover <br />material. <br /> <br /> D. "Landfill activity area" is the <br />area where landfill activity takes place. <br /> <br /> E. "Land pollution" means the <br />presence in or on the land of any solid <br />or processed waste in such quantity, of <br />such nature and duration, and under such <br />condition as would affect contaminants, <br />or cause air pollution. <br /> <br /> F. "Leachate" means liquid that <br />has percolated through solid-or processed <br />waste and has extracted, dissolved, or <br />suspended materials from it. <br /> <br /> G. "Runoff" means the portion of <br />precipitation that drains from an area as <br />surface flow. <br /> <br /> <br />
