b) Whether landfill is accessible <br />year-round by nine-ton or greater weight- <br />bearing roadways that have adequate <br />capacity to accommodate landfill <br />generated traffic. <br /> <br /> c) The characteristics of the <br />wastes processed or waste products that <br />will be accepted. <br /> <br /> d) The ability of the applicant to <br />prevent violations of state and federal <br />water quality standards. <br /> <br /> e) The ability to prevent <br />contaminant discharge in excess of U.S. <br />Environmental Protection Agency human <br />health risk criteria. <br /> <br /> The ability to control <br />unregulated substances adequately. <br /> <br /> g) The nature of the water <br />resources including their existing use <br />and potential for use (potential for use <br />exists if a withdrawal rate of one <br />gallon/minute can be sustained). <br /> <br /> h) The underlying soils and <br />hydrogeologic conditions (including depth <br />to bedrock, soil texture, permeability of <br />underlying materials and groundwater flow <br />patterns). <br /> <br /> i) Whether the applicant's <br />proposed engineering control and <br />management technologies provide the <br />levels of protection afforded by other <br />available technologies or alternative <br />waste disposal processes. <br /> <br /> j) Whether the proposed use would <br />adversely impact the groundwater or soils <br />on the site. <br /> <br /> k) ~nether the applicant will <br />provide for appropriate handling and <br />treatment of surface water runoff, <br />wastewater and collected leachate. <br /> <br /> <br />
