RECEIVED <br />JUN 2 7 1989 <br />Ans' l ............ <br /> <br />APPLICATION FOR PERMIT FOR OPEN BURNING <br /> <br />Name: <br />Address: <br />Telephone: <br /> <br />F&R Enterprises, a Minnesota partnership. <br />suite 679, Butler Square, Minneapolis, MN <br /> (612) 371-0825 <br /> <br />55403. <br /> <br /> F&R Enterprises requests permission to conduct open burning <br />at its property with legal description: The Northeast Quarter of <br />the Northwest Quarter (NE1/4 of NWl/4) of Section 29, Township 32, <br />except the right-of-way line of the Burlington Northern Railway, <br />Anoka County, Minnesta; which is located northeast of the <br />intersection of Puma Street and U.S. Highway 10. <br /> <br /> The actual distance in feet from the nearest occupied <br />residence other is approximately seven hundred feet (700'). <br /> <br /> The purpose of the burning will be to eliminate any remaining <br />fire hazard caused by the fire of April 1988 caused by the <br />negligence of the Burlington Northern Railway and to prepare the <br />land for development in accordance with the plat which was <br />discussed with the city engineer and the previous community <br />development director of the City of Ramsey. It is estimated that <br />there are between 170 and 250 truckloads of material which consists <br />of the dead Red Pines that were burned in the earlier fire. <br /> <br /> The burning will be conducted by Sauter and Sons, Inc., 14050 <br />Azurite, Anoka, Minnesota, under the personal direction of Thomas <br />Sauter. <br /> <br /> The buring will take place in two burning pits which will be <br />constructed upon the property. The pits will be located 650' east <br />of the western most edge of the property, 800' north of the <br />westbound lane of Highway 10, 700' west of the remaining tree line <br />and 250' south of the northern property line of the lower part of <br />the property. This location will be more than six hundred feet <br />(600') from the McGinnis residence, Highway 10 and any remaining <br />trees; this location provides the maximum distance from each of the <br />risks nearest the proposed burning. <br /> <br /> The pits will have a width of 20' to 40', a lenth of 40' to <br />60', and a depth of 10' to 12' Each pit will be bermed along its <br />southwestern, western and northwestern side with a 7' berm to <br />significantly reduce visibility from Highway 10 and to eliminate <br />as much as possible any winds from reaching into the fire and <br />scattering embers. In the event of a need to extinguish the fires, <br />the berms will be used as smothering, cover. <br /> <br /> <br />
