Such a fire
could pose extreme hazard to persons and property surrounding
F & R's property and the Site.

That smoke from the proposed open pit fires could pose a
hazard to airplanes using the Gateway North Industrial Airport
located approximately 1~ miles east of the Site.

That attached hereto and incorporated herein is the City Fire
Chief's memorandum dated June 26, 1989, which memorandum
recommends no burning permit be issued at the Site.

That representatives of Minnesota's Department of Natural
Resources ("DNR") and Pollution Control Agency ("PCA") have
visited the Site and neither of them believes burning of the
trees at the Site is a safe method of disposal.

That reasonable, practical alternative methods of disposal of
the trees exists in the form of chipping, exporting off-site
and/or burying.

That the burning of the trees poses a great potential fire
hazard in relation to the remaining pine tree forest which
surrounds the Site on three sides, and the ignition of such
a fire would be a major fire hazard to lives and property
within the City of Ramsey.

That F & R states that the purpose of the burn is to eliminate
a potential fire hazard and.dispose of trees, brush and
vegetative matter in the development of land.

eONCLUSIO~

On the basis of the foregoing Findings, the Council concludes
that an open burning permit should not be issued to F & R at
the Site.

3
