The City of Ramsey's Purchasing Policy <br />By: Sandra Ashley, Finance Officer <br /> <br />Background: <br /> <br />At the regular council meeting of August 8, 1989, Mr. Kenneth W. Malloy, <br />Partner-in-Charge of Pannell Kerr Forster, presented the Independent <br />Auditor's Report and Management Letter for your review. Included in the <br />Management Letter was a recommendation that the City's purchase order <br />system be expanded to include all purchases with a few specific <br />exclusions. <br /> <br />At the regular council meeting of September 12, 1989, the recommendation <br />and the City's current policy was discussed. Staff was directed to <br />develop a purchasing policy for council review. <br /> <br />Attached hereto is a draft copy of a revised Purchasing Policy Ordinance <br />and a draft copy of a Resolution establishing Purchasing Authority. <br /> <br />It should be noted the City's Charter, Section 7.07. Enforcement of <br />the Budget, states: <br /> <br />No officer or employee of the City shall place any order <br />or make any purchase except for a purpose and to the amount <br />authorized in the budget resolution. In the event it is <br />unreasonable or untimely to obtain council approval for funding <br />an emergency or unforseen expenditure which is necessary for <br />the routine operation of the City, the Clerk-Administrator <br />and certain other city officials as directed by council are <br />authorized to spend up to an amount designated by council in <br />a purchasing policy which shall be adopted by ordinance. <br /> <br />To minimize the number of future Ordinance revisions, the draft <br />ordinance refers to the "Purchasing Authority" resolution as <br />establishing authorized signatures and purchase amounts. <br /> <br />Council Action: <br /> <br />Depends on discussion this evening. <br /> <br />Review Checklist: <br /> <br />City Administrator X <br />City Attorney X <br />City Engineer X <br />Community Development Director X <br /> <br />Chief of Police <br />Finance Officer <br />Public Works Supervisor <br />Other <br /> <br /> <br />
