REQUEST OF F & R ENTERPRISES <br />FOR AN OPEN BURNING PERMIT <br /> <br />By: William K. Goodrich, City Attorney <br /> <br />BACKGROUND: <br /> <br />As you know, F & R has applied .for an open burning permit for <br />property which is located generally north of Highway 10 and east <br />of Puma Street NW. At your meeting on October 10, 1989, I had <br />~'epared a case for your consideration of this application. This <br />present case is being written on October 17, 1989, and to date we <br />have not been able to resolve all of the issues relating to this <br />applciation and the jurisdictional roles of the MPCA and DNR.
