On February 22, 1989, at a special joint meeting of the City <br />Council, Planning and Zoning Commission and Park and Recreation <br />Commission, the consensus of those present was to submit the <br />proposed ordinance to Metropolitan Council for pre-approval prior <br />to city Council conducting the public hearing and adopting of the <br />ordinance. The proposed ordinance was submitted to and responses <br />received from the Anoka County Department of Parks and Recreation <br />and Metropolitan Council. For your information, the following <br />items are enclosed: <br /> <br />Proposed Draft Ordinance amending City Chapter 170.0112 <br />(Ordinance #85-2 a.k.a. Environmental Protection Chapter <br />of the City Code of Ramsey, Minnesota. <br />Letter from Anoka County Department of Parks and <br />Recreation (March 1, 1989) <br />Letter from Metropolitan Council (March 17, 1989) <br /> <br />The consensus of agencies regarding the alignment and standards of <br />width for the proposed Mississippi River Trail Corridor meets <br />Regional and County needs. Specific concerns were raised regarding <br />the corridor route through undeveloped land west of Alpaca Estates. <br />Ron Cox, Park Planner with the Anoka County Department of Parks and <br />Recreation pointed out a number of concerns he had regarding the <br />alignment of the proposed Mississippi River Trail Corridor. In <br />general, Metropolitan Council concurs with Anoka County's <br />assessment of preferred trail corridor alignment. <br /> <br />On April 13, 1989, the Ramsey Park and Recreation Commission <br />concurred with these recommendations and recommended revision of <br />the trail alignment width standards. <br /> <br />On May 16, 1989, the Ramsey Planning & Zoning Commission made the <br />recommendation to approve the trail alignment and width standards <br />as proposed by the Anoka Park and Recreation Department. The <br />Planning and Zoning 'Commission also stated that Anoka <br />County/Metropolitan Council should assist in the trail's <br />acquisition and the funding of trail improvements. Furthermore, <br />the City should receive assurance from the County that horses be <br />allowed on those portions of the trail corridor that are two tread <br />and that motorized vehicles not be allowed at all on the <br />Mississippi River Trail Corridor System. <br /> <br />Observations: <br /> <br />The trail plan will be discussed at the Joint City Council/Parks <br />and Recreation meeting on November 9, 1989. A final trail plan <br />must be approved and accepted by the agencies prior to receiving <br />the additional 200 acres into the MUSA. <br /> <br />?? <br /> <br /> <br />
