MISSISSIPPI TRAIL CORRIDOR REVIEW OF <br />ALTERNATIVE ALIGNMENTS <br />By= Merland Otto <br /> <br />Background= <br /> <br />A regional trail corridor is planned by regional authorities which <br />runs parallel to the Mississippi River. Anoka County Parks <br />Department would be the eventual owners and provide maintenance of <br />the trail. The Environmental Quality Board has an interest in <br />development in the Critical Rivers Corridor, until which time, the <br />City of Ramsey's Critical River Corridor Overlay Ordinance is <br />approved by all other agencies. The United States Department of <br />the Interior National Park Service has been directed by Congress <br />to establish a National Park along the Mississippi River (including <br />Ramsey). Last but most importantly, the City of Ramsey is ensuing <br />a program of establishing a well defined parks and trail system. <br /> <br />City Council requested and received a map from staff detailing the <br />corridor area (parcel by parcel). On January 10, 1989, the Council <br />directed a number of changes to the corridor map and directed staff <br />to contact the various concerned agencies and solicit a change in <br />their position pursuant to the proposed trail corridor map. On <br />January 18, 1989, staff met with Metropolitan Council, EQB, Anoka <br />County Department of Parks and Recreation, and the developers of <br />Riverview Estates and Bulow's Addition and presented the proposed <br />Mississippi River Trail Corridor map. The results of this meeting <br />is that there is a consensus from the various agencies as to the <br />integrity and layout of the proposed Mississippi River Trail <br />Corridor. Furthermore, the agencies consensus is that west of the <br />Mississippi West County Park, the trail would assume a 75 foot wide <br />corridor up to the point it merges into Highway 10 right-of-way (50 <br />foot wide corridor width) then resuming the 75 foot wide trail <br />corridor West of the Wayside Park. East of the Mississippi West <br />County Park, the trail would be a single tread corridor 35 feet in <br />width (consistent with Ramsey Park and Recreation Commission <br />recommendations of January 12, 1989). The trail would then proceed <br />to a restricted area 17 feet, again widening through currently <br />undeveloped tracts to 20 feet wide (as recommended by City <br />Council), to be again restricted to 17 feet and then proceeding to <br />the City of Anoka boundary. For your information, a map of the <br />Proposed Mississippi River Trail Corridor will be available at the <br />meeting. <br /> <br />On January 24, 1989, the Ramsey City Council approved a motion to <br />direct City Staff to prepare appropriate ordinance amendments and <br />comprehensive plan amendments to insure the development of the <br />Mississippi Trail Corridor with appropriate alignments and width <br />standards for City Council discussion of January 10, 1989. <br /> <br /> <br />
