CASE #2: <br /> <br />REVISED 11-14-89 <br /> <br /> REVIEW NEED FOR CONDITIONAL USE PERMIT (CUP) <br />FOR WOOD PROCESSING AND STORAGE; CASE OF STEVE GORECKI <br />By: Mark S. Banwart, Community Development Director <br /> <br />Background: <br /> <br />Mr. Steve Gorecki, Outside Services, Inc. has requested an audience before the Ramsey City <br />Council to review the need for Conditional Use Permit for wood processing and storage. Outside <br />Services, Inc. is located at 14140 Azurite Street N.W. The PIN is 27-32-25-44-0002. For <br />your information the following is enclosed: <br /> <br />B. <br /> <br />D. <br /> <br />Memorandum from Bruce Bacon, Environmental Specialist (October 20, 1989) <br />Draft position statement regarding acitvities at 14140 Azurite Street N.W., PIN <br />27-32-25-44-0002 (November 3, 1989) <br />Letter from Steve Gorecki (November 7, 1989) <br />Supporting documentation provided by Steve Gorecki <br /> <br />Observations: <br /> <br />There have been several activities in the past that have been located at 14140 Azuirte Street <br />N.W. These include a Conditional Use Permit for R.V. Repair in the year 1977. In addition, <br />there was an implied Conditional Use Permit for bus sales, B-1 Business Activity in an I-1 <br />Industrial District in the year 1980. There was also a building expansion at this site that was <br />processed through the Site Plan Review Process in the year 1981. Finally, there was a <br />Conditional Use Permit for a temporary structure on the site that was granted in 1982. <br /> <br />According to Steve Groecki, his operation started at this site in 1983. <br /> <br />On December 28, 1984, a letter was sent to Carlton F. Anderson located at 6331 - 153rd Lane <br />N.W. regarding stored wood at the rear of his property. The letter states that there had been <br />some neighborhood complaints regarding a large pile of wood at the rear of the property and had <br />indicated that Steve Gorecki operator of the tree service that was storing the wood had informed <br />Clayton Berg, Building Official, the wood would be removed by March 1, 1985. <br /> <br />On February 25, 1985 Steve Gorecki, Midwest Stump Removal, was once again informed and <br />reminded of the December, 1984 letter regarding the removal of the wood by March 1, 1985. <br />The letter also indicated that there was yet a large quantity of wood that needed to be removed. <br /> <br />On June 8, 1985 Bruce Bacon, Tree Inspector, noted that there was still a problem with wood <br />being stored at the Anderson site. There was also discussion of a burning permit and the concern <br />of diseased trees. <br /> <br />On September 26, 1985 there was a memo regarding Mr. Gorecki and considerable volume of <br />elmwood of a diseased hazardous nature stored at 14280 Sunfish Lake Boulevard N.W. PIN 27- <br />32-25-41-0004. From the memo, apparently there were some verbal committments <br /> <br /> <br />
