September 21, 1989 City ODuncil Chief Auspos Striptease Performances at Jin~ B's I was recently advised and questioned about the presenoe of a stri~- tease or lingerie type of show being performed at Jinmy B's. I contacted Dave Anderson, the manager at Jinm~ B's, and asked him what sort of performances were being staged there. He stated they have in- stituted strip tease entertainment at the place, in the dining room area. They have constructed a runway for the performers with a railing along the length of it to separate the w~men from the audience. The female perfor- mars are clad in lingerie when they start and they disrobe to recorded mu- sic. They strip dc~n to a G-string only. No customer contact is all~wed and that includes a ban on placing money into the G-string. He stated that the management has checked out the females with the Minneapolis vice squad and they are not prostitutes. When the performance time is over the girls leave the premises inmediately so as to discourage any "part-time" work with custc~rs. The hours for the performances are, currently: Thursday and F~iday 4: 00~n to 8: 00~m Saturday 2: 00~m to 6: 00pm As of this date I have not personally viewed any perfonmance nor have the officers. I have not talked to anyone who has been present so I am unable to make any con~nts on the actual context of the performance. It is my intention to have a peace officer(s) attend one or more shows to see what goes on there. I have talked to Bill Goodrich and neither he nor I are aware of any laws which are being violated by these activities except that, in review- ing some sample ordinances from other con, unities,it appears cc~Dn to pro- hibit exposure of body parts which in Jir~ B's are exposed to the public. We do not presently have an ordinance which would regulate these perform- ances should they go beyond the bounds of "good taste" which, today,'.'~s~a poor sta~d~rd to consider. State statutes deal with pornography and it ap- pears the area between prudery and pornography is left to local control and definition. I have requested ~ounds Vi~ police to send me a copy of the city ordinance they have dealing with this subject since they have had simi- lar performances at the Mermaid Club for many years. We should have an ordinance in place should the need for such arise. Whether or not this ordinance would even allow the above described types of performances, or for that matter, could prohibit them, is a matter of policy for the council to
