Office of
ANOKA CO UNTY ATTORNEY

ROBERT M.A. JOHNSON

Courthouse, 325 East Main Street, Anoka, MN 55303
612-421-4760 Fax 612-422-7524

November 8, 1989

John Weaver
Lower Rum River Water Management Organization
c/o 320 East Main Street
Anoka, Minnesota 55303

Ordinance Regulating Operation
of Watercraft on Rum River

Dear John:

Pursuant to your request, I am writing this letter to the Lower Rum River Water
Management Organization. In discussing possible regulations for portions of the Rum River, I
raised the possibility of an ordinance being adopted by the City of Anoka regulating an area of the
Rum River within the City boundaries. This area would begin south of the City of Ramsey border.

It is my understanding the City of Anoka is interested in adopting an ordinance regulating
water surface use for the portion of the Rum River located entirely within the City of Anoka. I
have discussed this possibility with Anita Twaros 'ki who is the person at the Department of Natural
Resources assigned to work on ordinances being proposed by a local governmental unit to regulate
water surface use. Ms. Twaros 'ki (297-5708) has indicated the City of Anoka, under Minn. Stat.
Section 459.20, would have the authority to regulate that portion of the Rum River situated wholly
within the City's boundaries.

If the City of Anoka will be proceeding in this manner, I do have information collected by
County staff which may be of assistance to the City in completing necessary documentation for
the DNR.

Please feel free to contact me at 421-4760, extension 1267 if yoU have further questions.

Sincerely,

Assistant County Attorney

PAM:kh

CC:

Anita Twaroski
Mark Nagel, Anoka City Manager

Affirmative Action / Equal Opportunity Employer
