Boe <br />14520 Nowthen Blvd. N.W. <br />Ramsey, Mn 55303 <br /> <br />Re: The rezoning of the <br /> Residential <br /> <br />proposed Fleischer's 2nd Addition to R-I Urban <br /> <br />Anna: <br /> <br />This letter is in response to your letter dated September 27, 1989, regarding the <br />request to rezone the proposed Fleischer's 2nd Addition to R-1 Urban Residential <br />in order to develop the property at an urban density with sanitary sewer and <br />municipal water. Your letter raised some questions regarding the proposed <br />development and I ',,,,ill try to answer them at this time. <br /> <br />Regarding who is responsible for the cost of extending the sewer and water lines to <br />the proposed Fleischer's 2nd Addition, according to City Ordinance the developer <br />of a property is responsible for the cost of extending the sewer and water <br />improvements to the proper~y. <br /> <br />Regarding the impact of the proposed development on traffic conditions along State <br />Hwy. #47 and County Road #5, the plat will be submitted to Anoka County for <br />review and recommendations once the owner of the property makes formal <br />application for subdivision. The traffic situation along Highway #47 is currently <br />being reviewed and the City is pursuing Mn/DOTs cooperation for the installation <br />of certain safety, devices such as crosswalks and traffic signals along that highway. <br /> <br />Regarding whether or not the homes in Fleischer's Addition would front on Count), <br />Road #5, it is the intention of the CounD' and the CiD, to Emit accesses onto Coun~ <br />roads. Taking that pol/cy into consideration, it is extremely doubtful that the City <br />or Count>, would allow an), of the lots in Fleischer's to access directly onto CD'. <br />Road #5. In addition, from the sketch plan submitted it appears that there will be <br />two accesses to the Fleischer Addition from CounD' Road #5 and all of the lots will <br />have driveway access onto interior streets within the plat; gene:ally, homes front <br />onto the street upon which they have ct.,5veway access. <br /> <br />Regarding your question about the impact of the proposed development of <br />Fteischer's 2nd Addition on surrounding property values, I did discuss the matter <br />with the City Assessor. He indicates that in vou.r case, there are two factors that <br />,,,,,ill cause you.,- property values to increase: 1) Your property is zonM R-3 Urban <br />Residential and will accommodate multiple dwellings and office/commercial <br />development; 2) Your property is located v.>t..hin the .~SA area and land values in <br />that MUSA area are increasing noticeably, independent of proposed developments. <br /> <br /> <br />
