[~_!~z® ACRF,8 "'OF COUNTRY PRIVACY December 5, 1989 Mr. Mark Banwart Community Development Director City of Ramsey 15153 Nowthen Blvd. NW Ramsey, Mn. 55303 Re: Northfork Fourth Final Plat Dear Mr. Banwart: We would ask that you present this letter to the Ramsey City Council as our formal request for an extension of the time allowed for the recording of the final plat of Northfork Fourth. We understand that one of the requirements of the City's Platting Ordinance is that each plat must be recorded within 120 days of the date of.final approval. We would ask that the Council grant an extension based on the following facts: 1. The final plat of Northfork Fourth was approved on March 14, 1989. 2. A Developer"s Agreement has been signed and we have otherwise fulfilled all of the requirements of that Agreement. 3. The land included in Northf0rk Fourth is all Torrens Property and, therefore, the recording requiHements are more strict than for Abstract Property. 4. Norwest Bank is the development lender on the Northfork PUD and is a necessary signer of the plat of Northfork Fourth. 5. Norwest Bank has gone through a series of name cha~ges reflecting changes in its corporate structure. 6. The Anoka County Registrar of Titles Office and the Anoka Examiner of Titles have .not felt these changes were made in accordance with the requirements of the Registrar~s Office and have accordingly refused to. accept for recording various documents signed by the bank, including the plat of Northfork Fourth. 7. After several month§ of negotiation Norwest's attorneys and the Registrar's Office have reached a resolution of this recording matter and as of this week the plat of Northfork Fourth can now be recorded.
