These areas shall be implemented by means of overlay zoning <br />districts with an overlay to the City's zoning map. <br /> <br />The Metropolitan Urban Service Area - the focal point of the <br />City's growth, this area provides the full range of public <br />services, employment, and business opportunities. The City's <br />policy will continue to be to support and encourage the <br />continued growth and development of the urban service area. <br />As an integral part of this policy, the City will direct most <br />residential, commercial, industrial, and institutional <br />development to the Metropolitan Urban Service Area of the <br />City. <br /> <br />Urban Reserve Area - This area is the area between the MUSA <br />and the City's designated urban area boundary. This is the <br />area where future MUSA expansions would logically occur. As <br />an integral part of this policy, the City will work to <br />preserve the capability for orderly and economic expansion of <br />urban services to this area. <br /> <br />Rural Transition Area - This area abuts the urban reserve area <br />and is predominantly one to two and a half (2.5) acre <br />residential lots and extends to Trott Brook. The lots in this <br />area are generally capable of being subdivided, however, <br />extension of sanitary sewer is not anticipated for more than <br />20 years. <br /> <br />Rural Service Area - This area encompasses the remainder of <br />the City. A significant number of tracts of 40 acres and <br />greater yet remain in this area. Existing residential <br />development is widely dispersed across this area with lot <br />sizes of one acre and larger. This area provides for long <br />term, large lot (1 unit per 10 acres after January 1, 1990) <br />residential use and agricultural or open space areas. <br /> <br />POLICY - Development shall occur on an environmentally sound <br />basis: <br /> <br />- Measures should be taken to prevent erosion during and after <br />construction, particularly in cases where development will be <br />occurring in areas with erosion potential - typically slopes <br />greater than 6%. <br /> <br />-~ Structures should typically be set back from bluff lines a <br />minimum of 50' and greater if required. <br /> <br />- Building sites should remain in their natural state to the <br />greatest extent possible. Areas that requi~e substantial <br />changes from their natural state shall not be permitted. <br />Development should be designed so as to minimize disturbance <br />of natural systems. <br /> <br />2 <br /> <br /> <br />
