- Natural drainage should be used to the greatest extent <br />possible. <br /> <br />POLICY - On-site sewage treatment - except for sewered areas <br />within the MUSA, sewage must be treated on e~ch site for the <br />foreseeable future. When a single land use will be generating <br />substantial amounts of sewage the most effective treatment <br />system should be installed. In clustered developments land <br />may be required to be set aside for a future community <br />drainfield if: the development is in a shoreland area, mound <br />systems are required on many of the lots, the lots have <br />minimum suitable building area, land may not be available for <br />a community system in the future. <br /> <br />MetroDolitan Urban Service Area Development Policies <br /> <br />In response to the issues associated with future growth, the City <br />has adopted the following policies concerning the Metropolitan <br />Urban Service Area: <br /> <br />In order to accommodate future growth and to promote efficient <br />provision of public services, future growth should occur in the <br />Metropolitan Urban Service Area of the City. <br /> <br />POLICY - Future public investment in urban services should <br />occur in the Metropolitan Urban Service Area of the City. <br /> <br />POLICY - Service level - the City will support growth that can <br />be accommodated within existing or planned service capacities. <br />Growth beyond the service capability of the City has potential <br />for adverse impact on not only the City but on surrounding <br />areas. The service levels should be maintained at a level <br />that adequately serves the residents. <br /> <br />POLICY - Ail proposed development within the MUSA shall <br />connect to public sanitary sewer and water, shall provide <br />adequate storm drainage retention area and/or connect to City <br />storm sewer, and shall be served by paved roads. <br /> <br />POLICY - Ail existing developments within the MUSA where <br />cesspools or septic tanks have been in existence prior to <br />construction of a sanitary sewer shall connect with the public <br />sanitary sewer when such cesspools and septic tanks are in <br />need of repair, reconstruction or pumping, or within two (2) <br />years of the date that municipal sanitary sewer service is <br />available to the premises, whichever is first to occur. <br />Municipal sanitary sewer service shall be determined to be <br />available to the premises when trunk or lateral sewer occupies <br />the right-of-way or easement adjacent to or on the property. <br />In the event that the City Council finds that hookup to <br />municipal sewer is not feasible due to distance, topography, <br />physicia! barrier or pending land use change; sewer connection <br /> <br /> <br />
