Wayne Davis - Stated the: hc is still opposed to thc density ~.nd inquired if :he Commission <br />is serving the public or developers. <br /> <br />Bob P-runty - 4720 153rd Lane N.W. - InqUired if the Commission will base it's decision <br />on what the exJting residents want or p~ssure from the developers. <br /> <br />Chairman Zimmerman stated that he takes the public comments into consideration along <br />wi',.h the Nghts of the develop:rs. <br /> <br />Bob Prunty - Inquired if a developer has the right to ask the City to change the 2.5 acre <br />minimum lot size to 1 acre. <br /> <br />Mark Banwart stated that there is a City Code that establishes the platting process and <br />includes PU'Ds. The Commission is not changing anything; the PUD process has been <br />addressed in the City Code for a long period of time. There -,,re a number of other PUDs in <br />Ramsey with smaller lot sizes bu: an overall average density of one home per 2.5'a:res. If <br />the developer did not ',,.'ant to go with a PUD, he could go with a regular plat with 2.5 azure <br />lots but then the City would not have control of what happens in those wetlands because <br />the.,,, would be people's back yards. The City also wanted property in this subject area to <br />facilitate the multi-trail system for activities like cross-country skiing. <br /> <br />Bob Prunty - Inquired as to how long the Commission has been studying this proposed <br />PUD. <br /> <br />Steve Larson - Noted that the first time this particular plat was made public for citizen <br />review was 4:00 p.m. on November 6. <br /> <br />Comm'lssioner Deemer noted that if the developer chose to go with the regular platting <br />process, there is enough acreage that he could have 80 lots; his proposed PUD is for 76 <br />lots which is 4 lots lest'than he could have and in addition the City is gaining a substantial <br />amount of open space for all residents. <br /> <br />Deborah Prunty - 4720 153rd Lane - Stated that by the Commission's responses, she feels <br />that a decision has already been made. <br /> <br />Phillip Goerisch - 16444 St. t:rancis Blvd. N.W. - Inquired if any of the Commissioners <br />are in real estate or construction. <br /> <br />ChaLn'nan Zimmerman introduced the Commissioners and their occupations. <br /> <br />Steve Larson - Inquired if a rezoning is required in order to have a PUD. <br /> <br />Chairman Zimmerman replied that a rezoning is required for a PUD. <br /> <br />Steve Larson - Stated that he would like to go on record as being opposed to the proposed <br />rezoning of Tron Brook Ponds to a PUD. <br /> <br />Debra - 5821 160th Lane - Stated that she doesn't believe there is a shortage of housing; if <br />the City puts in more homes that are needed, the value placed on existing homes will <br />decrease because of oversupply. <br /> <br />Planning & Zoning Commission Public Hearing/December 5, 1989 <br /> Page 3 of 6 <br /> <br /> <br />
