La.wy Smith - 15321 Oneida Street N.W. - Inquired as to how the residents can get the 4
requests for PUD rezonings disapproved.

Chairman Zimmerman replied that spea~.ing out at public hearings is what the citizens can
cona,-ibute to the decision making.

Phillip Ooehsch - Stated that nobody present at this hearing wants lots platted at less than
2.5 acres.

Com,,missioner Hend.rikscn referred to an ¢~lier inquir'>' regarding the oc:upations of the
Commissioners, impiying that there might be some hanky-panky. Commissioner
Hendriksen stated that it sounds like the residents do not ~ust the Comn-fission to do the
right thing and prefer that the Commission abide by the laws of the City. What is being
asked by the developer abides by the laws of the city and the reason for those laws is to
nvoid an), hanky-panky. Commissioner Hen.4"iks~.n stated that if he were to exer:ise his
personal feelings, h: v,'ould require all lots in Ramsey to b: pla:ted into ,~0 a:re hobby
fan'ns. The developer has the right to ask for a PUD and plat the proper~y. The residents
don't want it because the,,' don't like it but the Commission has to go by what is legal. It is
not a case of who can yeil the loudest or who can talk to someone behind the scenes; it's a
case of 'what does the law sa),?'.

Steve Larson - Noted that it is in the Conmfission's power to recommend either approval or
disapproval of the request.

Dorothy Stadfelt- !5! l 1 Juniaer Ridge. Drive N.W. - Inauired as to the '",'-'-,.,:,,:,,].~m,,. s~,~""'~'e
footage'for homes in Ramsey and whether or nor ga-ages ye r:quL'-ed.

Mr. Banwart replied that the minimum house squ~,"e footage is approximately 924 square
feet and garages are not required; most homes include a garage for resale value. If the Ci~
upgrades the minimum square footage an3, higher, it will receive the wrath of Metro
Council for restricting the market audience with respect to who can purchase a home in
Ramsey.

Bob Prunty - Inquired as to how Ramsey's house standards compares with those of other
cities.

Mark Banwart stated that he assumes the house requirements in Ramsey are similar to those
in other cities.

Chairman Zimmerman inquired if Bob Prunty is asking the City to discriminate against a
certain type of housing.

Bob Prunty - Replied that he is asking the C/ty to discriminate against a certain type of
housing.

Jeff Caine - C~ne and Asso=ia;:s - Sm;ed that he is the engineer representing Ge=eld Bauer
and noted ~at the only 2.5 a~e lots adiacent to Trot: Brook PonSs'are to the west; all other
surrounding plats are one acre lots. }f the plat were processed as a 2.5 acre plat, there
would be 10 less lots but there would also b~ no dedicated open space.

Planning & Zoning Con,mission Public Hearin_~jDecember 5, 1989
Page 5 of 6
