Further Discussion: Commissioner Bawden inquired if the City is intemst~ in acquiring <br />t}:e wetlands in Can' Addition for storm water management purposes. Commissioner <br />Deemer note. d that the wetlands are already under government control. Mark Banv,,an <br />stated that the City's acquisition of the wetlands could prevent the property from going tax <br />forfeit and eventually being built upon. Chairman Zimmerman noted that the City's <br />requirements for a buildable lot would prevent the subject property from being built upon. <br /> <br />Motion carried, Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, LaDue, <br />Deemer, Bawden, Shumway and Terry.. Voting No: None. <br /> <br />Motion by CommisSioner Deemer to amend Item #l 1 to in, cate that approximately 50% of <br />the land will be preserved for park and open space. <br /> <br />Motion cam'ed. Voting %'es: Chai.,,'vnan Zirnmerman, Comrr2ssioners Hen&fi.ksen, LaDue, <br />Deemer, Bawden, Shumway and Terry. Voting No: None. <br /> <br />Commissioner Shumway noted that the Commission did recommend preliminary plat <br />approval of Carr Addition with reservations and contingent upon a second review by the <br />Commission prior to final plat approval; that second review will be quite stringent. <br /> <br />Motion by Commissioner Hendriksen and seconded by Commissioner Bawden to amend <br />Item #12 to refer to the preliminary site plan as one that is proposed by the developer. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Hend~"iksen, LaDue, <br />Deemer, Bawden, Shumway and Ten'3,. Voting No: None. <br /> <br />Motion by Commissioner Shumway and seconded by Commissioner Hendriksen to add an <br />item to the findings of fact indicating that the proposed prelimina.D' site plan was not <br />acceptable as presented but was recommended for City Council approval contingent upon <br />an additional review by the Planning and Zoning Commission for recommended changes <br />prior to final plat approval. <br /> <br />Motion car'fled. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, LaDue, <br />Deemer, Bawden, Shumway and Terry. Voting No: None. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Shumway to <br />recommend that City Council adopt the proposed findings of fact, as amended, relating to <br />Irv Cart's request to rezone Carr Add. ition to a PUD. <br /> <br />Motion carried. Voting Yes: Chairman zimmerman, Commissioners Hend, Sk. sen, LaDue, <br />Deemer, Bawden, Shumway and Terry. Voting No: None. <br /> <br />Motion by Commissioner LaDue and seconded by Commissioner Deemer to recommend <br />that City Council approve Irv Cart's request to rezone Cart Addition to a PUD. <br /> <br />Motion carried.
