ORDINANCE NO. 89- CITY OF RAMSEY ANOKA COUNTY, MINNESOTA AN ORDINANCE ADDING CHAPTER 110.10 TO THE CITY CODE, WHICH IS AN ORDINANCE PROHIBITING LEWD CONDUCT. The City of Ramsey ordains: SECTION 110.10 Lewd Conduct. The conduct set forth in Subd. 3 below is hereby prohibited when performed or allowed in or on any ~rcperty wherein any member of the general public is or may be present as a matter of right or by explicit or implicit invitation; is prohibited in any private place where entrance or access thereto is gained upon the payment of remuneration of any kind, whether directly or indirectly, or when the conduct is performed at any location upon the payment of remuneration of any kind, whether directly or indirectly. Subd. 1. Locations where such conduct is prohibited include but are not limited to, activities or business pursuits granted a license or permit by the City of Ramsey, and the prohibition shall extend to all structures and real proper=y at the address for which the license or permit is issued or at which the conduct may occur. Subd. 2 No person shall do or cause, permit, procure, counsel or assist the acts or conducts specified in Subd. 3 below, which acts and conduct are hereby deemed to be unlawful and shall subject the person to the criminal penalties available for violation of Ramsey ordinances and shall subject a licensee or permittee to possible revocation or suspension of any license or permit granted by the city of Ramsey. Subd. 3 The acts and conduct prohibited are as follows: (a) (b) (c) To employ, use or be any person unclothed or in such attire, costume, or clothing as to expose to view any portion of the female breast below the top'of the areola or of any portion of a person's pubic hair, anus, cleft of the buttocks, vulva or genitals. To encourage or permit any person to touch, caress, er fondle the breasts, buttocks, anus, or genitals of one's self or any other person. To permit any employee or person to wear or use any device or covering exposed to view, which simulates the breast, genitals, anus, pubic hair, or any portion thereof, or to wear or use the same one's self.
