Wayne Davis - Stated that in lieu of Gerald Bauer's project, it would make sense for those
landlocked parcels to plat their properties at this time in order to plan for access to them.

Gerald Bauer stat~ that the owners of the subject parcels reside all over the United States
and coordinating a.. subdivision of those landlocked parcels now would be very difficult.
Gerald Bauer then referred to \rayne Davis' suggestion that he provide roads to the
landlocked parcels and stated that he has complied with the CiLv's requirement to provide
for an access up to the subject area to accommodate future development of it but he doesn't
feel it is his responsibility to construct the roacis into those parcels.

Commissioner Hendriksen inquired if Mr. Wavne Davis would be interested in
pmnicipating in d~icating an easement and the cost of road consu-uction so that his property
would not be landloe, ked.
Glen Semanko - 6311 169th Lane N.W. - Stated that he has lived south of the proposed
Trott Brook Ponds Addition for 11 years and has derived a great deal of pleasure from the
area open spaces and protected wetlands. Glen stated that his family anticipated
development coming at some point but assumed that da.,,' ,,vo~ld be even further into the
future with the City's adoption of 4 in 40 density zoning; Now there is a plat being
developed with lots that don't even meet the current 2.5 acre minimum size. Glen inquired
as to ho,,,,' the developer is allowed to include the protected wetland in the overal! Nat
acreage in order to meet the 2.5 acre densiw requirement. Glen stated that the protected
wetlands should be deducted from the plat's {cml land area and not used as a credit towards
meeting density requirements.

Beverly Semanko - 6311 169th Lane N.W. - Stated that she is concerned with the
downsized lots to be developed in Tron Br88~'-P-dn-~-s-i th-at--s~e ¢¥~ii-th-e-w~tiahci should hb'i'
is concerned with the standard of homes to be built in Trou Brook Ponds and the
possibility of homes lyAng built without garages and adding to the CiD"s junk car problem.

Mr. Banwart again explained the concept of P.U.D.'s as being one that allows for
downsizing of lots because of some unique feature in the land as long as the ox, emil densi~,
is ma/nm/ned and 20% of the land area is deA.icat~ as open space. ~,,L-. Banwart aisc noted
that CiLv code establishes minimum house sizes but does not require garages, l',ir. Banwart
stated that the concerned residents could approach the developer to deten'nine if he is
a~eeable to establishing restrictive covenants for the subdivision that would establish
house standards that exceed those required by City Code.

Gerald Bauer stated that the i':est lots to be sold cover the cost of D.'ad develoamenr; a
developer's profit margin is derived from the f'mal lots thc.', are sold; an
