Karen stated that it seems the Ramsey Cit.',' Council wants to turn Ramsev into
mid-town Manhattan. Karen stated that she is concerned v`'i~ smaliter lots being dev~oped
next to her and what will be developed on small lots versus what v`,ould be. developed on
larger lots. Karen stated that she doesn't feel the protected wetland should ~ used as credit
towards meeting the overall density requirements on the plat; that the developer is taldng
advantage of a State law and using wetlands to increase the total land area in order to be
able to develop more lots. Karen stated that she doesn't have a &-ainage problem bur the
area is wet and she is concerned that adding Fill to the southwest comer of the plat in order
to develop it will create d. minage problems on her property.

Lyle Reynolds, Mr. Bauer's engineer, replied that the preliminary plat ,,,,'ill address
drainage plans. Mr. Reynolds refe:-red to the protected wedand on the property and stated
that Mr. Bauer could have platted out the wetland bv making it a part of adjacent lob and
then the wetland would have been owned by the lot owners; by platting the land as a
P.U.D., Mz. Bauer has preserved the wetland as open space that will not be owned and
controlled by private individuals.

Karen Vender Lee - Stated that including the wetland as r~a:-t of the lots would have
maintained the 2.5 acre minimum lot size and no matter whc~ owns the wetland, there are
resections on it's use.

Tom Wr4. ght - i710..5 Nov`,then B!vd.
