6) <br /> <br />9) <br /> <br />Draft amendment to Comprehensive Plan. <br />Draft Summary Ordinance. <br />Draft ordinance revisions of Chapter 170.0 implementing <br />"4 in 40" zoning. <br />Map of Zoning Districts. <br />Summary of Subdivision Activity and Development Map. <br /> <br />OBSERVATIONS: <br /> <br />We have enclosed item "9" indicating subdivisionac~vl'~y. <br />A significant portion of this has occurred as a resul~ of the <br />discussion over implementation of "4 in 40" zoning. <br /> <br />While MC staff appear to be receptive to possible revisions <br />of their 4 in 40 policy, no commitment has been made by them <br />that change will, in fact, occur. It is important to realize <br />tha~ 4 in 40 may be in place for a ccnsiderable time. <br /> <br />P&Z approved recommendation for approval of the amendments by <br />City council at the 11/21/89 meeting. <br /> <br />On a related issue, it was brought up that the City is limited <br />to 500 REC's from January 1, 1989 until the Anoka Wastewater <br />Treatment Plant. is phased out. It is estimated tha~ <br />approximately 50 P,EC's will be used in c~!end~r year !RSgl <br />Two businesses .representing 16 P~EC's connected in.!989, the <br />remainder were residential connections. It is anticipated <br />that at least four businesses will connect in 1990. The <br />council may wish to consider whether it desires to adopt a <br />policy which wO~ld assure that both residential and <br />commercial/industrial land uses have access to the limited <br />number of REC's. <br /> <br />Council should note that the amended comprehensive plan <br />policies do not require~a!l roads to be paved within the rural <br />service area and the Urban Rese~ve Area. Both of these <br />districts have minimum lot sizes of I0 acres. The Council <br />should consider whether all roads within the City are to be <br />paved and if so make the appropriate revision prior to <br />adoption. <br /> <br />Metropolitan Council has also indicated that they would like <br />~o see a distinction between I-1 uses allowed in the urban <br />area and RI uses in the rural area. Council should consider <br />this at this tin-,~.. However, changes in zoning may bes~ be <br />made at the time performance zoning is discussed. <br /> <br />STAFF ~ECOMMENDATION: <br /> <br />Staff recommends to the Council ~ ~ <br /> ~ha~ the proposed ordinance and <br />amendment to the comprehensive plan be adcpted. <br /> <br />4--o <br /> <br /> <br />
