DRAFT ~-M~RDMENT TO COMPREHENSIVE PLAN <br />DEVELOPMENT POLICY PLAN <br /> GENERAL DEVELOPMENT POLICIES <br /> CITY OF RAMSEY <br /> <br />The following general policies and the specific policies relating <br />to each policy area and 'the other elements of the comprehensive <br />plan shall be used to guide the development and use of land in the <br />City of Ramsey. Decisions concerning development will be made <br />~,.hln the framework of the adopted policies and plans, proper <br />planning procedures and development standards that will assure the <br />best possible results within the realm of economic and legal <br />feasibility. <br /> <br />GE~ERAL <br /> <br />POLICY - Essential Services & Public Services (public and <br />quasi-public uses such as utilities, transportation, <br />communication, water management, waste treatment or disposal <br />that serve a public need, or are deemed beneficial or <br />essential to the public health and safety). These land uses, <br />being necessary for the public health, safety, and welfare, <br />and serving a public good, may be located in any area where <br />necessary to perfo_~T, their function provided an appropriate <br />siting process is utilized in locating a site. <br /> <br />Factors to be considered in the siting process: <br /> <br />-Site requirements for the facility <br />-Use of environmentally sensitive land shall be avoided <br />-Traffic generation, road access <br />-Adverse effects on the environment, especially those that <br /> cannot be mitigated and/or reversed <br />-Potential for the pollution of air, groundwater, surface <br /> water <br />-Effects on existing and planned land uses in the area. <br /> <br />The Metropolitan Council recognizes two development areas in Ramsey <br />- the Metropolitan Urban Service Area (MUSA) and the Rural Se~ice <br />Area. Due to the state of existing development and the probaDle <br />need for future MUSA expansions, the need to further subdivide MC's <br />Rural Service Area is apparent. The City has, therefore, further <br />classified MC's Rural Service Area into the Urban Reserve Area, <br />Rural Transition Area and Rural Se.~vice Area. <br /> <br />POLICY - The following policy areas will be used to ~aide and <br />direct development: <br /> <br />-Metropolitan Urban Service Area (P/USA) <br />-Urban Reserve Area <br />-Rural Transition Area <br />-Rural Service Area. <br /> <br />1 <br /> <br /> <br />
