These areas shall be implemented by means of overlay zoning
districts with an overlay to the City's zoning map.

The ~etropplStan Urban Service Area - the focal point of the
City's ~row-.k, tkis area provides the full range of publ~c
services, employment, and business opportunities· The City's
policy will continue to be to support and encourage the
continued growth and development of the urban service area.
As an integral part of this policy, the City will direct most
residential, commercial, industrial, and institutional
development to the Metropolitan Urban Service Area of the
City.

Urban Rese-~ve Area - This area is the area between the I~SA
and the City's designated urban area boundary. This is the
area where future MUSA expansions would logically occur. As
an integral part of this policy, the City will work to
preserve the capability for orderly and economic expansion of
urban services to this area.

Rural Transition Area - This area abuts the urban reserve area
and is predominantly one to two and a half (2.5) acre
residential lots and extends to TroUt Brook. The lots in this
area are generally oapable of being subdivided, however~
extension of sanitary sewer is not anticipated for more ~kan
20 years.

Rural Se_-vice Area - This area encompasses the remainder of
the City. A significant number of tracts of 40 acres and
greater yet remain in this area. Existing residential
development is widely dispersed across this area with lot
sizes of one acre and larger. This area provides for
te_~m, large lot (1 unit per !0 acres after January 1, 1990)
residential use and agricultural or open space areas.

POLICY - Development shall occur on an environmentally sound
basis:

- Measures should be taken to prevent erosion during and after
construction, particularly in cases where development will be
occurring in areas with erosion potential - typically slopes
greater than 6%.

-. Structures should typically be set back from bluff lines a
minimum of 50' and greater if required.

- Building sites should remain in their natural state to the
greatest extent possible. Areas that requi~e substantial
changes from their natural state shall not be pe.'-mitted.
Development should be designed so as to minimize disturbance
of natural systems.
