14. <br /> <br />POLICY - Certain non-residential land uses may be appropriate <br />in this area. Such uses would include those permissible in <br />the rural service area and businesses that provide a se.-vice <br />off the site whose primary use of the land will be storage <br />and maintenance of e~ipment used off the site. The typical <br />usa of this type would be the contractor yard - road building, <br />construction, landscaping, well drilling. This provision <br />would accommodate those.operations that would be too large or <br />inappropriate under the home occupation provisions. <br /> <br />15. <br /> <br />16. <br /> <br />POLICY - Ail proposed development within the Rural Transition <br />Area shall be served by bituminous roads. <br /> <br />POLICY - Development shall occur on an environmentally sound <br />basis as further enumerated in Policy 9. <br /> <br />Rural Service Area Development Policies: <br /> <br />17. <br /> <br />iS. <br /> <br />POLICY - The principal long te_--m use of land in the Rural <br />Se.~vice Area will continue to be low density residential, <br />agriculture and open space for the foreseeable future. The <br />density of development permitted after January 1, 1990 is 4 <br />dwelling units per 40 acres with a minimum lot size cf !0 <br />acres. <br /> <br />POLICY - The public se_-vices existing and planned in the Rural <br />Service Area are those necessary to support limited <br />residential development - road, police and fire protection and <br />civil defense. Land uses which will re.~ire, either <br />immediately or over the long te,~-m, service levels greater than <br />those typically provided in the rural se.-vice area shall not <br />be permitted; uses of this nature will be directed to the <br />areas of the City where the needed service levels are <br />available. Urban services (sewer, water, developed <br />neighborhood parks) will not be available in this area for the <br />foreseeable future. <br /> <br />19. <br /> <br />POLICY - Non-residential land uses - while long te.--m, low <br />density residential use will be the primary use of land in <br />this policy area, the City recognizes that certain other uses <br />of land may be necessary or appropriate in this policy area. <br />Business and other non-agricultural, non-residential uses may <br />be considered for location in the Rural Service Policy Area <br />only if one or more of the following criteria are met: <br /> <br />The activity must be located in the Rural Service Area <br />in order to utilize or extract a natural resource that <br />is located in the area. Examples would be a marina, <br />gravel mine, ski slope. <br /> <br /> <br />
