HORTON HOMES <br />By: Patrick Trudgeon, AICP, <br /> Assistant Community Development Director <br /> <br />Background: <br /> <br />Ramsey Town Center LLC and D.R. Horton Homes have submitted a sketch plan to develop 98 <br />townhome and condominiums on 7.96 acres contained in Outlot BB of the Ramsey Town Center <br />Addition Final Plat. The proposed development will take place north of the recently approved <br />P.A.C.T. Charter School and the proposed East Ramsey Parkway. <br /> <br />The following items are enclosed for your review: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Sketch plan <br />City Staff Review Letter dated November 26, 2003 <br /> <br />Notification: . · <br /> <br />In accordance with City Code residents within 700 feet were notified of the sketch plan. <br /> <br />Observations: <br /> <br />The subject property is currently zoned Town Center-4b Neighborhood District (TC-4b). The <br />TC-4b District allows for residential uses at a net density of up to 15 units per acre. The sketch <br />plan shows a net density of 12.1 units per acre. <br /> <br />The sketch plan shows 74 townhomes in 14 separate buildings. (3 four-unit buildings, 4 five-unit <br />buildings, and 7 six-unit buildings). The 22 condominiums are located in three buildings (1 six- <br />unit building and 2 eight-unit buildings). Detailed plans and elevations of these units will be <br />provided as part of the site plan approval process. <br /> <br />Staff has reviewed the plan and have noted several areas of concern as outlined in the Staff <br />Review Letter dated November 26, 2003. They are as follows: <br /> <br />Location of open space: Staff suggests that the open space be moved to the east which is currently <br />occupied by five-unit and four-unit townhome buildings. Staff feels that this will make the open <br />space more accessible. <br /> <br />Unit Placement: Staff would recommend looking staggering the buildings with varying setbacks <br />and/or utilizing architectural features to articulate the buildings. The units located around the <br />perimeter of the development may give it a "walled" look.
