Motion carried. <br /> <br />Finance Officer Lurid noted that the City will not receive the first payment until April. <br /> <br />Councilmember Elvig stated that he disagreed with the thought that some of the revenue items <br />may be overly agg'ressive, but he appreciated that the Council was willing to look at the options. <br /> <br />Mayor Gamec stated that the Council should look at all the revenue options during the budget <br />discussions. <br /> <br />Councilmember Strommen suggested that the Finance Committee research the possibilities of <br />other revenue sources. <br /> <br />City Attorney Goodrich inquired if the Council was clear as to when the franchise fee would be <br />implemented. <br /> <br />Finance Officer Lund replied that the fee would be in effect on January 1, 2004. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Cook, to adopt Ordinance #03-45 <br />establishing an electric franchise fee on Connexus Energy, a Minnesota Cooperative and City of <br />Anoka Electric, a municipal electric distributor, its successors and assigns, for providing electric <br />energy service within the City of Ramsey at the rate of $3.00 per residential meter and $6.00 per <br />commercial meter with a one year sunset clause, a two meter maximum and a quarterly review or <br />as soon as practicable. <br /> <br />A roll call vote was performed by the Recording Secretary: <br /> <br />Councilmember Cook aye <br />Councilmember Zimmerman nay <br />Councilmember Pearson aye <br />Councihnember Elvig nay <br />Councilmember Strommen aye <br />Councilmember Kurak aye <br />Mayor Gamec aye <br /> <br />Motion carried. <br /> <br />Case #5: Request for Final Plat Approval of Duck Ridge; Case of Mike LeBlanc <br /> <br />Community Development Director Frolik stated that Mike LeBlanc was requesting sketch plan <br />review of a minor subdivision to replat Lot 1, Block 6, Peltzer Addition and Outlot A of Regency <br />Pond into three urban residential lots; one existing homestead and two new lots for development. <br />The subject project area is located at 14910 Garnet Street and north of 149th Lane. The project <br />area is located within the MUSA and is zoned R-1 Residential. The Comprehensive Plan <br />designates this area for low-density single-family development and low density has been <br />established at three units per acre. The proposed plat reflects a net density of 2.3 units per acre, <br />exclusive of wetland areas. The two newly created lots meet the minimum dimensional and area <br />standards established in the R-1 Residential District.
