P28 <br /> <br />NW, an existing dead-end street that significantly exceeds the 600-foot length restriction. This is <br />not a desirable situation, especially with potential for development of two new residences on the <br />north side of this street. The City is interested in connecting 149th Avenue NW and Garnet Street <br />NW at some point in the future and eliminating the dead-end cul-de-sacs. However, topography <br />is such that the majority of the future right of way for the logical connect/on of 149th and Garnet <br />will require the cooperation of the Minnesota Pollution Control Agency, owner of Lot 2, Block <br />6, Peltzer Addition. Per City staff's recommendation, there is a remnant of property adjacent to <br />the 149th cul-de-sac bulb that is proposed to be platted as Outlot B. The development agreement <br />will require that this outlot be deeded to the City to facilitate any future right of way that may be <br />needed for the connection of 149th and Garnet. The Planning Commission recommended <br />approval of the sketch plan. <br /> <br />Motion by Councilmember Pearson, seconded by Councilmember Cook, to adopt Resolution <br />#03-10-290 approving the final plat of Duck Ridge contingent upon compliance with the City <br />staff review letter dated October 24, 2003. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, .and Councilmembers Pearson, Cook, Kurak, <br />Strommen, and Zimmerman. Voting No: None. Absent: Councilmember Elvig. <br /> <br />Case #6: <br /> <br />ReqUest for Easement Vacation in Sunfish Lake Business Park; Case of City <br />of Ramsey <br /> <br />Community Development Director Frolik stated tMt the City Council approved the final plat of <br />Sunfish Lake Business Park 2nd Addition at their August 12, 2003 ~meeting. A portion of the <br />Business Park was replatted to accommodate requests for smaller lots by prospective buyers. <br />Some of the easements that were put in place with the original plat of the Business Park needed <br />to be vacated. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Strommen, to adopt Ordinance <br />#03-46 to vacate certain drainage and utility easements in Sunfish Lake Business Park. <br /> <br />A roll call vote was performed by the Recording Secretary: <br /> <br />Councilmember Zimmerman aye <br /> <br />Councilmember Pearson aye <br />Councilmember Elvig aye <br />Councilmember Strommen aye <br />Councilmember Kurak aye <br />Councilmember Cook aye <br />Mayor Garnet aye <br /> <br />Motion carried. <br /> <br />Case #7: Ramsey Greenway Project <br /> <br />Parks/Utilities Supervisor Riverblood stated that in late 2001, City Council authorized staff to <br />partner with the Anoka Conservation District (ACD or the District) in an application to the DNR <br />for a Greenway Planning Grant.
