CASE # <br /> <br /> REQUEST FOR SITE PLAN REVIEW; <br />CASE OF RON TOUCHETTE AND MGM WINES & SPIRITS <br />By: Sylvia Frolik, Community Development Director <br /> <br />Background: <br /> <br />The City of Ramsey has received a request for site plan review from Ron Touchette <br />(Ramsey Spirits, LLC). The site plan is proposing to modify the existing off-sale liquor <br />store located at 7129 Hwy. #10 N.W. The following items are enclosed: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Site Plan <br />City Staff Review Letter dated November 26, 2003 <br /> <br />Notification: <br /> <br />Site Plans are not required to be subjected to a public hearing. <br /> <br />Observations: <br /> <br />Mr. Touchette has submitted a site plan for modifications to the existing off-sale liquor <br />store at 7129 Hwy. #10 N.W. The proposed modifications will facilitate the requirements <br />of the new tenant, MGM Wines & Spirits. The proposal includes a 912 square foot <br />building addition for product coolers, and the addition of separated entrance to the front <br />door of the liquor store. The property is currently under a moratorium during the <br />preparation of the Hwy. #10 AUAR. This moratorium expires in February, 2004. The <br />applicant has submitted a written request for an exception to the moratorium, which will <br />be fbrwarded to City Council for a decision. <br /> <br />The property is zoned B-2 Business and building coverage is restricted to 35%. The <br />proposed addition to the liquor store will result in a total building coverage of 26%. The <br />addition meets the required setbacks from property lines. The exterior of the addition is <br />proposed to be a stucco finish to match the existing building. The separated entrance will <br />be glass. The existing awning is also proposed to be removed and upgraded: <br /> <br />The 'proposed bituminous' identified on the west side of the building is being withdraTM <br />from the application. The applicant has been instructed to submit a modified site plan. <br />The Phase 2 parking lot modifications to remove the exiting curbing between the liquor <br />store and the Holiday Station is a concept plan and not being reviewed or approved at this <br />time. The existing bituminous pavement and parking stalls meet the off-street parking <br />requirements established in City Code. The plan proposes to continue utilization of the <br />two existing accesses onto Hwy. #10; the plan was forwarded to Mn/DOT for comment. <br /> <br />21 <br /> <br /> <br />
