We offer the following comments: <br /> <br />General: The submitted major subdivision proposes to replat Lot 1, Block 2 of Higja Point 2nd <br />Addition along with five metes-and-bounds lots to the south, for a total of 27 urban single-family <br />lots. There are a total of 6 existing homes on the subject property; 4 will remain after <br />development. <br /> <br />Zoning: The property is zoned R-1 Residential and is located in the Rural Developing Area. The <br />proposed plat will require a Comprehensive Plan Amendment to extend the Metropolitan Urban <br />Service Area (lVfUSA) to include the property. This review letter evaluates the proposal based on <br />R- 1 urban single-family standards. <br /> <br />Lot Sizes: The current minimum lot size in the R~I M-USA is 10,800 square feet; all 27 lots <br />appear to meet this standard. The total area of the subject property is approximately 23 acres. <br /> <br />Lot Dimensions: A:ll proposed lots contain more than 80 feet of frontage on a public road. <br /> <br />Density Transition: City Code requires Level 3 density transition between the proposed single- <br />family urban lots and the existing single-family rural lots to the west. [ am enclosing a copy of <br />the density transition .requirements for your information. The prelim/nary plat submittal must <br />demonstrate your proposal's ability to meet this requirement. <br /> <br />Tree Preservation Plan: The City Council has adopted a Tree Preservation Ordinance that <br />applies to your proposed plat. [ have enclosed a copy of the ordinance, along with the general <br />requirements for preliminary plat submittal. <br /> <br />Wetlands: A substantial portion of the property is wetland. Wetlands will need to be delineated <br />on the preliminary and final plat and encumbered with a drainage and utility easement.' <br /> <br />5 <br /> <br /> <br />
