Alpine Woods Sketch Plan Revie~v ~Vovernber 25,. 2003 2 of 3 Drainage: Grading and drainage plans will need to be provided during the preliminary plat process. Ponding will be required prior to discharge into public water bodies such as the on-site wetlands. A permit from the Lower Rum River Water Management Organization will be required. Wetlands need to be delineated and protected with drainage and utility, easements. Access to Lots: The proposal includes a publit road that gains access to the plat from' 153rd Lane NW and CSAH 57 (Sunfish Lake Blvd.). The Sunfish Lake Blvd. access will be directly across the street from an access to the Alpine Acres townhome development. The proposal also provides ~br a future connection to the remainder of High Point 2nd Addition to hhe north. A temporary cul-de-sac will need to be provided until this road is extended further northward. Staff is requesting that you explore the possibility, of providing a stub street to serve the lots in the southeastern portion of the plat, should they develop in the future. The proposed cuL-de-sac does not exceed the. 600-ft. length restriction. Staff has submitted the sketch plan to Anoka County for review and comment. It is anticipated that the right-of-access along Sunfish Lake Blvd. wilI be dedicated to Anoka County. It should be anticipated that the access serving Lot 21, which has an existing residence to remain after platting, will need to be rerouted to the local residential street. Utilities: All lots are proposed to be served by municipal sewer and water, which would access the plat from the Alpine Acres development to the east. Park Dedication: The sketch plan will be forwarded to the Park and Recreation Commission at their meeting on December 4, 2003. The City has the option for land, cash or a combination thereof. It is expected that a formal Park Dedication recommendation will occur once the preliminary plat is submitted. Trail Fee: Both cash Park Dedication and the Trail Fees must be paid for new lots created prior to release of the f'mal plat for recording. Stormwater Management Fee: A stormwater management fee must be paid for the new lots being created. The rate in effect at the time of final plat approval must be paid prior to the City's release of the fmal plat for recording.
