ACTION PLAN <br />RESULTING FROM THE DECEMBER 17, <br /> STRATEGIC PLANNING WORKSHOP <br /> COUNCIL & STAFF <br /> <br />1988 <br /> <br />The City Council did not take action on issues until it had the information or a <br />recommendalion from its staff and/or commissions. <br /> <br />Council shall create and adopt policy on how requests are handled at Council meetings. Example: <br /> <br />Requests at Citizen input will be forwarded to staff for evaluation and recommendation. <br /> <br />Issues that are currently being processed by staff and/or commissions will not be <br />heard by council until one ct the following conditions exist: <br /> <br />1 ) A claim of misconduct by staff or commission members is being filed in writing by <br /> an applicant. <br />2 ) State or local laws/regulations require action by the Council. <br />3 ) A recommendalion is being forwarded by either staff or commissions. <br />4 ) A condition of emergency exists. <br /> <br />The City developed a communication network and in 1989 added one additional <br />method of communication to and from each of the following communication lines. <br /> <br />Staff < .... > Staff <br /> <br />Staff < .... > Commissions <br /> <br />Staff < .... > Council <br /> <br />City < .... > Other Governments <br /> <br />Council & Staff < .... > <br /> <br />Commissions <br /> <br />Council & Staff < .... > Public <br /> <br />Staff to Staff communications will be improved by each department head preparing a weekly <br />status report on all projects currently in process and identifying any schedule restrictions <br />resulting from workload. <br /> <br />Staff to Commissions and staff to Council communications will include a summary of all projects <br />currently in process and known items for future agendas. Visitors with requests or projects <br />will be asked to sign in by the receptionist and each request will be tracked on the <br />Commission/Council report to assure that no matter is overlooked. <br /> <br />Staff from Commissions communication will involve a formal feedback each quarter on the <br />organization, content, and completeness of information provided. <br /> <br /> <br />
