RESULTS OF THE DECEMBER 17, 1988 <br />STRATEGIC PLANNING WORKSHOP <br />COUNCIL & STAFF <br /> <br />The <br /> <br />1. <br /> <br />following events or actions happened to make the <br /> ,_,by of Ramsey a success in 1991. <br /> <br />The City Council supported the recommendations of its staff and commissions when the <br />recommendation was generally consistent with the Council's published policy (i.e., <br />Resolutions stating policy or Ordinances). <br /> <br />The City Council did not take action on issues until it had the information or a <br />recommendation from its staff and/or commissions. <br /> <br />The Staff and Council regularly (monthly) scheduled time to develop public policy. <br /> <br />The City developed a communication network and in 1989 added one additional method of <br />communication to and from each of the following communication lines. <br /> <br />Staff < .... > Staff <br />Staff < .... > Commissions <br />Staff < .... > Council <br />City < .... > Other Governments <br />Council & Staff < .... > Commissions <br />Council & Staff < .... > Public <br /> <br />The City established clear expectations for land use in and near the urban area of Ramsey by <br />planning for growth and expansion of public services. <br /> <br />The City Council clearly defined its expectations (policy), and its decisions were consistent <br />with its published policy. <br /> <br />Every effort was made to focus on the positive character of decisions and the City. <br /> <br />The Council and Staff conducted at least four workshops per year with Commission Chairs <br />and at least two workshops annually with ali commission members present for the purpose <br />of strategic planning. <br /> <br /> <br />
