Socio-economic impacts <br />Land use <br />Traffic <br />Surface waters <br />Noise <br />Air quality <br />Nuisance factors <br />Impacts on airport <br />Visual impacts <br />Site design and construction <br />End use <br />Long term care and monitoring <br />Measures to mitigate impacts <br /> <br />The consultant's report on the permit conditions and environmental <br />review requirements will evaluate these aspects of the sites in the context <br />of the Council's permit requirements described in its Solid Waste <br />Management Policy Plan/Development Guide, the County's selection <br />criteria, applicable State and Federal laws, and the City's expressed <br />concerns. The consultant and City staff will decide on any additional <br />aspects of the site that should be evaluated as part of the report. <br /> <br />The expected products will be two technical reports. The report <br />evaluating the EIS will discuss any problems with existing data and <br />analyses in the EIS and recommend any information and analyses that <br />should be provided as part of the final EIS. The report on permit <br />conditions and environmental review requirements will describe <br />information that needs to be provided as part of the Metropolitan Council's <br />permit review and the conditions that would be expected to be placed on <br />the site should a permit be approved by the Council. <br /> <br />Direction for preparation of the reports will be the responsibility of the <br />City. The consultant and City staff will work together on developing the <br />appropriate format for the technical reports. The reports will be expected <br />to contain the necessary text, maps, designs, drawings, models and <br />charts in support of the discussion. All source material will be <br />appropriately documented in the reports. <br /> <br />It is expected the consultant will be available to assist with staff <br />presentations to the appropriate committees and decision making bodies <br />at Metropolitan Council, Anoka County, the Site Selection Board and to <br />the City Council. The consultant is also expected to present his findings <br />at Public Hearing(s). <br /> <br />Meeting time deadlines are crucial. It is anticipated that the City can <br />provide the consultant approximately one month's notice prior to <br />initiation of the work on each report. The reports have a short <br />turnaround as required by the EQB rules and Minnesota Statutes, and <br />close cooperation between the consultant and City staff will be necessary to <br /> <br />Page 5 <br /> <br /> <br />
