We anticipate a review <br />period of 45 days. <br /> <br />Minnesota Statutes 473.833, subd. 2b requires the Metropolitan Council <br />within 30 days after the County's approval of their final EIS to transmit an <br />environmental report to the County on the permit conditions and permit <br />application requirements at each site in the County. The report must <br />indicate, to the extent possible based on existing information, the probable <br />terms, conditions and requirements of permits and the probable <br />supplementary documentation and environmental review that will be <br />required for permits approved by the Council. A report may recommend <br />that a site should be dropped from consideration because of information in <br />the final EIS showing that the site is environmentally unsuitable for land <br />disposal and unlikely to qualify for permits. <br /> <br />It is anticipated that the Anoka EIS will be available for review in late <br />March or early April, 1990. It is anticipated that the first report on permit <br />conditions and environmental review requirements will be transmitted to <br />Anoka County in the Fall, 1990. <br /> <br />Consultant Tasks <br /> <br />The consultant will prepare two technical reports: the first on the review <br />of the EIS and the second on the permit conditions and environmental <br />review requirements. The consultant's technical reports will be the basis <br />for final comments that the City Council will transmit to the MC and <br />Anoka County. <br /> <br />The consultant will use existing information to prepare its technical <br />reports. This information will consist of the EIS, the final EIS and <br />technical background reports prepared by the County and any other <br />information available on the sites. No new field information, surveys or <br />original research are anticipated to be done by the consultant. <br /> <br />The consultant's report on the EIS will evaluate at least the following <br />aspects of the site: <br /> <br />Waste types and leachate composition; <br />Landfill design; <br />Liner evaluation; <br />Site development and layout; <br />Leachate management; <br />Gas management; <br />Closure; <br />Engineering cost estimate; and <br />Health risks. <br />Alternates to the proposed action <br />Geologic and hydrogeologic impacts <br /> <br />Page 4 <br /> <br /> <br />
