and technical review of documents. These funds cannot be used for legal <br />expenditures. <br /> <br />The City Council adopted Resolution 89-08-192, August 8, 1989, (copy <br />attached). The resolution authorized entering into an agreement for cost <br />reimbursement, directed staff to prepare a work scope, and provided for <br />assemblage of a project team to provide technical review of Site P <br />documents. <br /> <br />Consultants employed for work on this project should be responsible and <br />possess the ability to perform successfully under the terms and conditions <br />outlined by the City. Consideration should be given to such matters as <br />integrity, record of past performance, extent of experience with the type of <br />services required by the City, technical resources, and accessibility to <br />other necessary resources. The City should select the best qualified <br />consultant(s) subject to negotiation of a fair and equitable cost. <br /> <br />At this point, cost proposals have not been requested since the volume and <br />quality of the work to be released by Anoka County is unknown. A <br />definitive base cost can be negotiated once a complete and mutual <br />understanding of the level of work is apparent. Additional costs for <br />attending hearings and meetings are more equitably compensated for <br />based on an hourly basis with a "not to exceed" limit. <br /> <br />Requested Services and Products <br /> <br />Background <br />Anoka County is the responsible government unit (RGU) for preparing an <br />environmental impact statement on a total of three candidate landfill <br />sites. The EIS is being done as part of the Twin Cities Area landfill siting <br />process mandated by the State's Waste Management Act. Anoka County, <br />in accordance with the requirements of the Metropolitan Council's Solid <br />Waste Management Policy Plan/Development Guide, must eventually <br />construct and operate a landfill site. <br /> <br />The landfill site may be used for the disposal of mixed municipal solid <br />waste and waste processing facility rejects, residuals and ash. The Twin <br />Cities Area is planned to have at least four major resource recovery <br />facilities that will send bypass waste and residuals to the region's landfill <br />facilities. The Council's Policy Plan/Development Guide says the four <br />sites must implement a total landfill capacity of 8,726 acre-feet. Anoka <br />County is charged with developing a site with a capacity of 3,000 acre-feet. <br />The sites are expected to be operational by the mid-1990's. <br /> <br />Minnesota Environmental Quality Board (EQB) rules identify the <br />Metropolitan Council as a required distribution point for the draft EIS's in <br />order to provide review comments. The EQB rules allow for a minimum <br />30 day review of the EIS's but this time period can be extended at the <br /> <br />Page 3 <br /> <br /> <br />
