is aware, we have met with Charles LeFever, Holmes & Graven, to <br />discuss possible legal actions which might be appropriate dependent on <br />Council's position. <br /> <br />It is our opinion that Site P will not be eliminated due to technical issues. <br />It's ranking, however, may be lowered due to regulatory conflicts and that <br />the site ultimately may not be permitted due to these conflicts. <br /> <br />Site Selection Schedule <br /> <br />The latest schedule for the EIS is estimated as follows: <br /> <br />Draft EIS released* - <br />Hearings & comment - <br />Final EIS - <br /> <br />Late March, early April <br />May <br />October <br /> <br />Determination of adequacy: <br />Anoka County <br />MC & MPCA concurrence <br />Site selection <br />MC selection if Co. doesn't <br />Permit Review <br /> <br />November <br />December '90 <br />March '91 (4 months) <br />June '91 (90 days) <br />Within 30 days of Co. final EIS <br />approval <br /> <br />*It has been indicated that interim reports may be released for <br />review and comments during preparation of the draft document. <br /> <br />The City should have consultants on board no later than the end of <br />February so that they are up to speed when the draft document is released <br />for review. <br /> <br />We have reviewed qualification submittals of several firms including: <br /> <br />Wenck Associates, Wayzata, Minnesota <br />RMT - Madison, Wisconsin <br />DPRA - St. Paul, Minnesota <br />RCM - Minnetonka, Minnesota <br />Bolton & Menk - Minneapolis, Minnesota <br /> <br />Based on review of their qualification submittals, we believe that the first <br />three firms are clearly better qualified to assist the City with this project <br />than are the latter two firms. Each of the first three firms, however, <br />brings particular strength to the project in distinctly different areas. <br /> <br />We believe that, based on their qualifications, Wenck is most highly <br />qualified in the area of hydrogeologic, surface water and leachate <br />evaluation. RMT has more experience with actual landfill construction. <br />DPRA has greater understanding of the County's Solid Waste Plan and a <br /> <br />Page 8 <br /> <br /> <br />
